The council’s announcement of maintaining a 0% tax rate increase for municipal purposes in 2024 was underscored by the town’s financial health, with a surplus generated in 2023 allowing for a moderate 2.87% budget increase, a decrease from over 5% in previous years, and a healthy balance of just under $11 million. The budget, controlling 16.64% of the tax bill, was introduced and approved for public hearing on April 30th.
In terms of infrastructure and capital improvement, the council outlined plans for significant investments. Road infrastructure was a focal point, with 18.7 miles of roads expected to be paved this year, in addition to one mile by the county. Plans to replace four sanitary sewer pumping stations were announced due to the existing stations nearing the end of their service life. A consultant may be hired to review the drainage flume in the Robinson’s Branch area, addressing potential stormwater issues. The capital budget of $4.4484 million for 2024 will support various projects, including infrastructure and facility enhancements, historic site improvements, road work, public safety initiatives, parks and recreation upgrades, as well as equipment and vehicle procurement.
The council also took pride in honoring two high school sports teams for their state championships, bringing a celebratory atmosphere to the meeting. The Westfield High School boys track team was recognized for their third consecutive NJSIAA Group 4 indoor championship and a national title in the 4×800 relay, while the boys swim team was acknowledged for their second consecutive NJSIAA Public A title and state number one ranking.
The council awarded a contract to Street Sense, a consulting firm tasked with developing a downtown strategic plan. This initiative aims to assess the current downtown mission, evaluate market influences, and establish a shared vision for the future of downtown Westfield. Furthermore, the formation of a steering committee to design a plan for Tamaques Park was announced, which will focus on upgrading existing facilities and potentially expanding recreational offerings. The committee will engage with community stakeholders to gather input for the park’s development, and a council member requested to join the committee to ensure full representation of their constituents.
The town’s public safety priorities for 2024 were outlined, including investments in crime deterrence, emergency response, pedestrian traffic safety, and community outreach. The Fire Department will concentrate on increasing fire prevention awareness and education. The Public Works department plans to replace all town street signs to improve visibility and safety. Details on the town’s operational statistics revealed that the police department handled over 57,000 calls in 2023, the fire department responded to over 2,700 calls, and the Department of Public Works saw strong sales for Conservation Center permits and success in their bulk waste program.
The Recreation Department reported a sold-out pool season with 9,700 members and a waitlist of over 2,000 for 2024. The department also boasted over 6,300 participants in various programs. The library system saw an increase in visitors and ebook rentals, with the Integrated Library System expanding borrowing options to over three million books and ebooks.
During the meeting, a resident raised concerns regarding conflict of interest issues, particularly relating to a development project known as One Westfield Place. The resident questioned a council member about their campaign statements and actions at council meetings, inquiring about the potential for recusal in case of a legal conflict of interest. Another resident requested funding for the maintenance of the drop-off and pick-up area in front of a mass transit location due to safety concerns.
The meeting concluded with several resolutions from the Finance Policy Committee, including the adoption of the 2024 municipal budget and the 2024 special Improvement District budget. A bond ordinance for public improvements, equipment, and technology was also discussed. Additionally, the Code Review and Town Property Committee moved a resolution to approve a children’s amusement device license, and the Public Works Committee presented a resolution to award a contract for landscape materials for the Department of Public Works.
