In an effort to advance environmental and public health, the Westport Board of Health tackled a series of measures during their June 24th, 2024 meeting, addressing issues ranging from septic system regulations to climate resiliency planning. The board approved various septic system repair and construction plans in sensitive environmental areas and discussed the development of a hazard mitigation plan.
At the forefront of the meeting, the discussion centered around the management of septic systems in proximity to surface waters and the potential environmental impacts. A notable case involved a one-bedroom house requiring a modern septic system due to space constraints. Despite concerns over the proximity of the proposed lift station to the property line and surface water, the board recognized the environmental benefits of replacing a cesspool with a state-of-the-art septic system.
The board also deliberated on the nitrogen loading requirements for septic systems within 50 feet of surface water bodies. After a debate, they approved a plan for a property on Plymouth Boulevard, including a local variance request and conditions such as a hold harmless agreement, a one-bedroom deed restriction, and a requirement for three years of water testing, contingent on Conservation Commission approval. Similarly, a plan for a property on Plymouth Boulevard was approved, stipulating a five-year well testing period and various other conditions to safeguard the environment.
In addition to septic system issues, the board’s agenda included the development of a hazard mitigation plan. The plan aims to update the town’s vulnerabilities to natural hazards and climate change and involves an extensive public comment process and collaboration with federal and state emergency management authorities. The involvement of various committees and planning boards in the hazard mitigation planning process was emphasized, highlighting the collaborative effort required to address these challenges.
The meeting also touched on updates to private well regulations. The board sought direction on the level of detail to include in the updated regulations draft.
Another topic was the impact of the InterWellhead Protection Area (IWPA) on a property on M Lane and River Road. Prospective buyers expressed concerns about construction within the AE or velocity Zone due to the property’s location in the IWPA. The board advised further exploration of the IWPA impact and consideration of deed restrictions on the number of bedrooms.
The meeting also covered logistical improvements, such as the sale of annual transfer station stickers and compost bins, the purchase of an additional covered container for recycling cardboard, and the initiation of digitizing files to increase efficiency. Additionally, the Bristol County Mosquito Control project’s spraying schedule and the fish consumption advisory at Southa Pond were mentioned.
