The commission recognized the value of expert analysis and approved a motion for up to ten hours for environmental consultant George Campbell to review the report prepared by the applicant’s hydrogeologist, Peter Dylan. This decision was made in anticipation of a potential appeal from Buzzard’s Bay, which could rely on their hydrogeologist’s findings.
The broader implications of water supply and development in Westport were also considered. A member questioned why detailed analyses are not conducted for residential developments drawing from the same water resources. Concerns were raised about increased building potentially depleting water supplies, advocating for consistent analysis across various projects. The commission contemplated the need for standardized water resource analysis for developments impacting groundwater aquifers, especially those that might affect wetlands or streams.
Attention turned to the regulations governing wetlands and groundwater. While current wetlands regulations do not classify groundwater as a protected resource, they do emphasize water quality protection. The permits included renewals for Kevin Kandeas, River Falls Landscaping, David Cabraw, and Prop Paving, all of which received favorable assessments.
The commission also examined a notice of intent submitted by Pamela Trip for improvements to a floating dock and seawall on Valentine Lane. Dave Dickman from Schneider Devman and Leone, representing the applicant, outlined the project’s scope, emphasizing modifications to address environmental concerns, particularly regarding eelgrass in the area. The commission unanimously approved the notice, acknowledging the project’s alignment with environmental preservation goals.
Additionally, the meeting included a brief mention of an ongoing project from Dazro Realty Trust concerning stormwater infrastructure grading, which was scheduled to continue at the next meeting. Financial matters were also addressed, with a unanimous motion approving payment to East Bay Media Advertising and the review and approval of minutes from previous meetings.
