Environmental assessments for the pier included an eelgrass survey, which confirmed the absence of eelgrass in the project area. The commission received supportive letters from an abutter and the Division of Marine Fisheries, leading to a unanimous approval of the proposal.

Another notable approval was given to Joseph and Linda Rerio for constructing a barn on Charlotte White Road, within a buffer zone to vegetated wetlands. Haru, acting on behalf of the Rerios, presented the scaled-down barn proposal. The commission, recognizing the history of this project, unanimously approved the barn’s construction and issued a certificate of compliance for previous work at the site.

In stark contrast to these approvals, the Pine Ridge Estates project faced hurdles. Represented by John Maran from Farland Corporation, the proposal for 38 single-family homes on 25 acres of land prompted discussions. The project had previously been proposed as an independent living facility, and concerns were raised about compliance with local regulations and the need for an NPDES permit from the EPA. The commission expressed the importance of a comprehensive Stormwater Pollution Prevention Plan before any construction begins.

The commission’s review highlighted unresolved issues from a third-party engineering assessment, leading to a decision to defer any final actions until after the Zoning Board of Appeals had issued its necessary permit. This cautious approach underscores the commission’s diligence in ensuring regulatory compliance and environmental protection in the face of large-scale developments.

Concerns from existing homeowners in the Westport Lakes area regarding road access and zoning requirements further complicated the Pine Ridge Estates discourse. The commission acknowledged these issues, emphasizing the need for resolution before proceeding. The matter was continued to align with the ZBA’s timeline.

Meanwhile, the commission tackled a Notice of Intent for a dock on Sylvia’s Lane, involving an extension from an existing stone jetty. The proposal’s alignment with public access requirements and non-interference with existing resources led to its unanimous approval. This decision again highlighted the commission’s priority on ensuring projects meet environmental standards while accommodating community needs.

The meeting also addressed an ongoing project on River Road, where Edward Cary’s proposal to replace existing structures with a compliant float system was discussed. An eelgrass survey confirmed the presence of eelgrass beds, influencing the design adjustments to mitigate disturbances. The commission considered the rehabilitation of bulkheads and licensed structures, ultimately supporting the project’s alignment with environmental guidelines.

In a forward-looking agenda item, the commission discussed a fish ladder proposal at the Forge Pond Dam. The project seeks $1.2 million in funding from the Community Preservation Committee.
