Westport Conservation Commission Approves Solar Permit Renewal and Discusses Beach Access Road Widening

However, the hearing for this matter was postponed to February 3, 2026, after a motion to continue was made, seconded, and passed without any expressed opposition.
In addition to these discussions, the commission also reviewed a proposal from the DCR for restoring an existing playground at a state reservation. This project involves removing and replacing a swing set within a developed area that includes a previously restored coastal dune. The proposal ensures the new playground meets ADA standards and remains within the currently disturbed area, avoiding any expansion into untouched zones. The commission recommended approving this project with a negative determination. The motion to approve was made, seconded, and passed smoothly.
Other significant items included a septic system repair application for a property on Cornell Road, presented due to site conditions such as a filled wetland and saturated soil from sheet runoff. This design had prior approval from the Board of Health, with erosion controls to be installed around the work area. The commission recommended approval of the septic repair under standard conditions, with the motion receiving unanimous support.
An abbreviated notice of resource area delineation for a property on Adams Road was also discussed. This proposal, covering 17.6 acres, sought to confirm the accuracy of wetland delineations, which had been reviewed and found correct. It also involved a perennial stream partially offsite, with no adverse comments received. The commission recommended issuing an order of resource area delineation to approve the wetland flags as shown, and the motion passed without opposition.
Requests for certificates of compliance were also a focal point during the meeting. One such request came from Brett Van Gelder for a dock constructed at 1380I Drift Road. The work included the repair of two stone-filled jetties and a seawall, with no increase in size for these structures. The commission approved the certificate of compliance, noting the dock was built according to the approved plan. Similarly, a request from Sally Ledbetter on Atlantic Avenue was approved, covering landscape improvements and a small addition, both compliant with coastal barrier beach guidelines.
The commission then addressed an extension request from David Pelletier for maintaining an existing trailer lot on East Beach Road. The extension, requested for three years, included compliance conditions regarding materials and proximity to mean high water. The commission reported the property was in compliance and approved the extension request without opposition.
Administrative tasks included reviewing bills, such as a $35,910 mileage reimbursement and advertising costs totaling $296.31, all of which were approved unanimously. The meeting concluded with plans to reschedule an executive session to discuss current proceedings regarding a superseding order.
