- Meeting Overview:
The Westport Conservation Commission held a meeting to discuss several matters, including the approval of a soil permit renewal, the delineation of wetland resource areas, and an enforcement order for unauthorized activity within a wetland buffer zone. These topics were addressed without significant opposition.
One notable issue discussed was the issuance of an enforcement order to John Piver for unauthorized activity on a parcel of land off Register Avenue. The commission cited that Piver had been advised not to enter or alter the land due to its classification as a wetland and the presence of a buffer zone. Despite this, Piver used machinery to clear vegetation within these protected areas. The enforcement order mandates that all activity cease immediately and that a wetland delineation be approved before any further consideration of the property’s use. This land, described as landlocked and encumbered by multiple environmental constraints, poses significant challenges for development, including the need for road construction and septic system installation far from wetland boundaries.
Another noteworthy item on the agenda was the approval of the renewal of a soil permit for AJ Potter and Sons on Main Road. The permit, which allows for the stockpiling and sale of soil, was renewed for one year. The property was inspected and found to be in good working order, meeting all necessary requirements for the continuation of its operations.
The commission also reviewed an application from Northern Star Brian Cory concerning the delineation of wetland resource areas on Main Road. The application aimed to establish the edge of the bordering vegetated wetland at the rear of the parcel. The review confirmed that there were no changes from previous delineations, and the commission approved the wetland flags, thereby issuing an order of resource area delineation.
In addition, the commission discussed the potential appointment of a member to a newly formed committee focused on the offshore wind project known as Vineyard Wind. The commission decided to table the decision until more information could be gathered about the committee’s responsibilities and any potential conflicts of interest for the interested member.
Lastly, the commission addressed a notification from Vineyard Wind regarding debris from a malfunctioning offshore wind turbine blade, which had washed ashore in various local areas. A hotline number was provided for reporting any sightings of the debris, emphasizing the importance of community involvement in managing and mitigating the environmental impact.
