Westport Conservation Commission Raises Concerns Over Timing and Community Impact of Eversource Energy Project.
- Meeting Overview:
The Westport Conservation Commission meeting focused on various issues, with attention given to Eversource’s proposed distributed energy project involving duct bank installation along Hicksbridge Road. Concerns were raised about the project’s timeline, slated to begin in February 2026, which could impact local fishing activities and businesses during the busy summer months. Suggestions for Eversource to maintain a regularly updated website to inform the public of weekly work plans were made, though such updates were not mandated as part of the project approval. The project, aimed at upgrading systems for improved solar energy integration, was approved with conditions concerning erosion control and dewatering.
Discussions highlighted that the project would involve trenching approximately 3 to 5 feet deep, with plans to complete the work in segments, repaving the road on the same day to minimize disruption. The commission emphasized the need for coordination with the highway surveyor, particularly regarding potential impacts on existing drainage systems. Despite assurances that the project would not affect the area’s road conditions, concerns persisted about timing, especially due to the overlap with commercial oystering activities and local business events that draw significant crowds.
The commission also addressed a proposal by Serious Business LLC for a stockpile and soil permit at zero Hicksbridge Road. Owner Christopher Forier plans to use a cleared area for material storage, with assurances that materials would not be sold from the site. The board approved the permit for one year, recognizing the need for relocation from Sodom Road and the site’s proximity to the town transfer station. This decision followed a detailed explanation by Forier, who clarified the site’s preparation for construction vehicle access and its distance from nearby wetlands.
Mark Roberts from Analysis and Design Engineering presented a septic repair project for Betty Sro’s property on Sylvia’s Lane, near the Westport River. The proposal, which involved replacing a non-compliant septic system with a bottomless sand filter system, received approval from the Board of Health and the Conservation Commission. The Commission noted the system’s design for nitrogen reduction and compliance with the Rivers Protection Act for septic repairs.
Gregory Lavoy from TriSpec Corp discussed another septic system repair on Robert Street. Challenges arose due to the site’s location within flood zone A and proximity to a perennial stream. Lavoy’s proposal included a raised leaching field and erosion control measures, prompting the Commission to approve the notice of intent, pending Board of Health approval, after discussing potential runoff impacts.
The meeting also addressed a proposal for an addition to Westport Dental on Sanford Road. Despite being within the 25-foot wetland buffer zone, the project was approved, provided improvements to stormwater management were implemented. Members sought clarification on parking space materials and the project’s compliance with Zoning Board of Appeals approvals. The decision was tabled pending further examination of septic and stormwater management plans.
Additionally, discussions revolved around the Grace Grisville Dam, with concerns about water level management and the fish ladder’s functionality due to recent changes by the current owner. Plans were made to meet with state authorities to ensure compliance with operational requirements, emphasizing the importance of maintaining proper water levels.
The commission also engaged in administrative tasks, including reviewing a letter for state authorities concerning a proposed three-house project by Mr. Buckman. Concerns about wetlands regulations and property value considerations were discussed, with talks of placing the conservation restriction on a future agenda. The commission expressed skepticism regarding legal advice received and the project’s potential implications for environmental compliance.
