Westport Conservation Commission Tackles Affordable Housing and Infrastructure Projects

This application had morphed from a single-family driveway to a subdivision roadway to provide frontage for adjacent lots, aligning with Attorney General Maura Healey’s affordable housing act. This act permits non-conforming lots to be considered buildable, a change that brought the commission’s attention to the application’s deficiencies, particularly the absence of an abutting property owner’s signature.
Following this, the commission examined several soil permit renewals. Permits for David Cabraw on Drift Road, Cory Cabraw on Sodom Road, AJ Potter and Sons on Main Road, and Manuel Alexander on Main Road were all unanimously renewed. These permits pertained to stockpile and transfer sites for excavation companies, with the commission ensuring that all sites were in good working order and compliant with environmental standards.
Infrastructure development was a focus of the meeting, particularly the Town of Westport’s proposal for a water main extension along Briggs Road, Oakland Avenue, and Glenwood Avenue. An engineer from Kleinfelder presented this project, which involves a new 12-inch water main installation, with services to abutting properties and new hydrants. Although the work was largely outside the wetland buffer, the commission was informed of minor encroachments and proposed erosion controls to protect wetland areas during construction.
Another infrastructure-related topic was the proposed installation of a water line along sections of wetlands adjacent to Briggs Road before the Route 88 interchange. This project, which involves varying sizes of water lines, aims to extend services into the Oakland Greenwood Street neighborhood. The commission recommended approval, pending Mass DOT comments, emphasizing the project’s compliance with standard conditions and the use of erosion controls.
The commission also addressed two septic system repair requests. Ariel St. Germaine sought a determination of applicability for a septic repair on Harrison Court, and the Shoe Family Trust presented a similar request for the Oriental Pearl restaurant on State Road. Both projects were approved unanimously, with the commission issuing negative box 3 determinations.
Public comments during the meeting highlighted resident concerns about the impact of development on neighboring properties. Sonia Connelly expressed apprehension about a proposed pool’s proximity to her property, emphasizing historical elements like an old stone wall. The commission clarified jurisdictional limits, advising residents to engage directly with developers while offering to facilitate communication where possible.
The meeting also delved into ecological restoration challenges, particularly regarding a beach area managed by the Massachusetts Department of Conservation and Recreation. The project aimed to minimize disturbance and prioritize restoration, with commitments to native plantings and maintaining existing access points.
Lastly, the commission addressed routine procedural items, including continuances for notices of intent and financial matters like office supply bills and mileage reimbursements. A Certificate of Compliance for Trashback Corp.’s septic installation at the Head Start location was approved.
