However, the commission raised concerns about the lack of details in the plan and the absence of a comprehensive beach management plan. The need for a coordinated approach to include snow fencing and the protection of vulnerable areas was emphasized. The commission recommended a continuance and requested the Rock Beach Club to develop a detailed management plan. Additionally, there was debate on whether the club should install mechanisms to collect sand during the winter months, which could help prevent further deterioration of the beach.
Another topic was the stormwater remediation project on Gifford Road, which presented an opportunity for collaboration between the City of Fall River and the Land Conservation Trust. The project, funded by the SNAP Grant, would involve designing an infiltration mechanism to mitigate stormwater issues. The commission acknowledged the project’s potential benefits to the town and considered the possibility of similar implementations in other areas by the highway department. The commission planned to send a letter to the City of Fall River to request permission to move forward with exploratory test pits.
The commission also deliberated over the Vineyard Northeast project, which proposed to install cabling for a wind farm at Horse Neck Beach. The debate centered on the potential environmental and community impacts, including questions about the heat generated by the cables and the effects on local wetlands. Concerns were also voiced about the location of the wind turbines and how they might affect fishing activities in the area.
Additionally, the commission reviewed a request to relocate overwash materials to allow beach access to a lot on East Beach Road. The request was recommended for approval, contingent on a file number and conditions for activity on East Beach, with the stipulation that a sample be provided to the office in case future beach nourishment is proposed.
Regarding infrastructure, the commission discussed a notice of intent for Cummings Lane to rebuild an existing stone wall. The commission expressed concerns over the potential impacts on wetland resource areas and opted for a continuance for further discussion of the matter.
The meeting also touched upon routine operational matters, such as the approval of a request to continue work on a property on Road, which was deferred to the next meeting. The commission approved payment of bills, including mileage expenses and advertising costs, and reviewed and accepted the minutes from a previous meeting. Despite the gravity of the issues discussed, the meeting was punctuated by moments of levity, with members joking about coloring in pictures and discussing the cost of mileage expenses.
