Assessing the feasibility of projects in the rezoned area was a concern, given the substantial upfront investment in infrastructure that would be required.
Turning to the commercial sector, the proposal to convert the existing commercial zone into the Gateway District was a focal point of discussion. This change aims to attract more businesses to invest in Westport by providing more development potential and flexibility. The zoning changes are designed to encourage pedestrian-oriented development, buffer adjacent less intensive zoning districts, and limit building height to three stories. Despite the potential for an increased tax base, concerns were raised about the impact of new developments on the town’s infrastructure, including traffic and school enrollment. The expenses associated with the Route Six sewer project’s trunk line also came under scrutiny.
Residential development was another notable topic, especially in relation to the MBTA housing requirements. The committee grappled with designating areas for zoning to accommodate a density of 15 units per acre, as required for towns classified as adjacent small towns by the MBTA. The potential impact of such residential development on the town’s infrastructure and resources was debated, with some members advocating for a commercial focus due to the financial capabilities of commercial developers.
The sewer project discussion was particularly significant, with the revelation that the trunk line alone would not suffice to meet nitrogen load standards in the Westport River. Reaching into neighborhoods could potentially achieve the standard, but the project could take up to 20 years and cost between $60 to $70 million. The committee deliberated on the financial burden this would place on the town and its residents, especially those with cesspools in the greater Route 6 area. While the project could offer benefits, such as improved water quality, the considerable cost and time investment were points of concern.
Additionally, the committee discussed a proposed 50-apartment complex and its impact on school enrollment, the necessity of a trunk line for clean water due to contaminated wells, and the environmental and financial implications of zoning amendments relating to the residential agriculture district and lot width requirements.
The committee took action on several financial matters, including the approval of a $29,000 appropriation for purchasing a roll-off, and the recommendation of articles related to splitting funds from a previous town meeting. They postponed discussions on the Community Preservation and the Prudent Investment Rule, as well as on changing a regular septic to a nitrogen septic system, citing the need for further information on financial implications.
