Westport Historical Commission Approves Solar Panel Installation with Conditions Amidst Wider Renovation Discussions
- Meeting Overview:
In a recent meeting, the Westport Historical Commission approved a conditional application for solar panel installation on the main structure of a residence at 1878F Drift Road, with the stipulation that the roof be re-shingled in black to match the panels. The meeting also covered discussions on the renovation plans for Howland Hall and the Westport Point Church.
The primary focus of the meeting was the application for a certificate of appropriateness for solar panels on a residential property. The proposal, presented by Martha Slate, underwent scrutiny due to the visibility of the panels from Main Road. Historically, approvals were granted for solar installations on less visible, smaller structures, raising concerns about setting a new precedent. Despite Martha’s assurance that her house’s location would minimize visibility, the commission insisted on preserving the aesthetic view along Main Road. Ultimately, the commission approved the installation with the condition that the existing shingles are replaced to diminish the panels’ visual impact.
The meeting then shifted to the demolition and reconstruction plans for two sheds at 2038-2040 Main Road. Architect Kitwise presented modifications to the existing structures, proposing a 90-degree orientation shift to facilitate better access to a nearby boat ramp. Discussions touched on zoning and the necessity of variances, with the commission recognizing the “grandfathered” status of the existing sheds. Community member Jeff Wade expressed support. The commission unanimously approved the 18-foot length of the new shed design, emphasizing the project’s minimal visual impact.
The renovation of Howland Hall was another key topic, with plans to enhance accessibility and aesthetics. The proposal includes expanding the entryway and replacing most windows, with modifications to comply with handicap accessibility requirements. Concerns were raised about obscuring views of the adjacent church, but the commission acknowledged the necessity for functional improvements. Discussions also highlighted the importance of maintaining the church’s historical character while integrating modern safety features like new egress stairways.
Attention was also directed to the Westport Point Church’s renovation, focusing on window installations and interior design adjustments. Pastor Heidi Fiori clarified that a Community Preservation Committee (CPC) grant was allocated for window replacements, to be executed after kitchen and bathroom renovations. The commission debated the inclusion of design elements like bands or trims, with members advocating for a balance between modern functionality and historical integrity. The church’s unique accessibility requirements were noted, with plans for a lift and wheelchair-friendly entrances.
In addition, the meeting covered the ongoing collaborative repairs at the Bell Schoolhouse. A representative from the Westport Historical Society updated the commission on the interior’s near completion, while external issues with clapboard sheathing were discovered. The commission recommended replacing damaged clapboards before painting, seeking additional funding from the CPC. The project plans to use historically appropriate materials, including cedar clapboards and mahogany trim.
The commission discussed the necessity of detailed documentation for the Bell Schoolhouse renovation. Concerns were voiced about the lack of an original survey, with members emphasizing the importance of maintaining historical accuracy in material selection. The commission highlighted the need for early involvement in future projects to more effectively guide preservation efforts.
