- Meeting Overview:
During the recent Westport Landing Commission meeting, attention was directed towards the issue of overnight parking regulations and enforcement at the town’s landings. A primary concern was the lack of clear restrictions and adequate signage, which has led to unregulated parking, particularly affecting areas like Westport Point Landing. This increase was proposed to cover enforcement costs and address parking challenges. The commission also debated whether they had the authority to enact these changes independently or if approval from the Board of Selectmen or a town meeting was necessary.
The conversation around parking at Head Landing revealed similar concerns about overcrowding and the absence of effective enforcement tools. One participant remarked that if the number of vehicles increased significantly, the town might need to become more rigorous in its enforcement efforts. This was tied to the need for consistent and clear signage, with some attendees expressing willingness to challenge any parking tickets due to confusion over current permit requirements. There was a motion to proceed with the proposal to increase fines, highlighting a push towards more enforcement.
In addition to parking issues, the meeting addressed the financial status of the commission. The treasurer reported a positive net income projection for fiscal year 25, with a beginning balance of $91,500 and a projected income of nearly $113,000. The discussion included the importance of maintaining a balance for future repairs or reconstruction, as well as anticipated costs for new signage, estimated to be a few thousand dollars.
The commission also touched on the staffing shortages in the highway department, which have necessitated contracting out mowing services for areas like the Head Landing. The chair mentioned that the current mowing contract does not include weed whacking, leading to a less tidy appearance that residents were encouraged to accept. There was talk of consulting experts to assess the ecological impact of allowing grass to grow wild in certain areas, which could promote marshland restoration.
Another point of discussion was the parking situation at Hicks Bridge Landing. The commission had been in communication with the Masons regarding ongoing projects, and there was a suggestion to utilize wheel stops and diagonal parking to improve safety and efficiency. This configuration could accommodate around eight vehicles, including a designated handicap spot. However, there was acknowledgment that fewer vehicles might be better to reduce congestion.
The meeting also explored collaborative efforts to clear invasive species from constructed wetlands, with potential partnerships with local Boy Scout troops and a group associated with the Council on Aging. These efforts aim to provide labor for environmental projects, although there was some concern about the availability of suitable volunteers.
