Westport Library Board Grapples with Student Behavior and Security Concerns

Library staff would exchange student IDs for a card upon entry, limiting the number of times students could enter and exit, which was seen as disruptive. While initially requiring extra staff effort, the board believes the system will become efficient over time, potentially with volunteer assistance.
Concerns regarding the safety and behavior of children outside the library were also addressed. The board emphasized the importance of students walking their bikes to designated racks to prevent near-collisions in the parking lot. Additionally, they reaffirmed the prohibition of loitering on library property for students who have been asked to leave for the day. Enforcing this policy remains a challenge, but ongoing communication with the school resource officer and utilization of security cameras were noted as essential components in addressing these issues.
Security measures within the library were another significant topic of discussion. The board expressed frustration over the absence of panic buttons, a request previously made to the alarm company. Despite follow-ups, the company was reportedly unaware of these requests, highlighting a need for improved communication and timely responses. The library currently has a monitoring system that lacks the capability to record footage, complicating incident management. The board is considering enhancements to the security system to ensure better oversight and incident resolution.
Operational concerns were also part of the meeting’s agenda. Discussions included the necessity of filling a part-time position due to Nancy’s extended absence, and the board acknowledged budget constraints, particularly the absence of overtime funds. Adjustments to line items were considered to accommodate temporary staffing needs.
The board also touched upon the library’s study pods, which have been well-received for their sound insulation and suitability for focused work. However, they are intended strictly for academic purposes, not casual socialization. This policy aligns with the library’s broader goal of maintaining an environment conducive to study and research.
In other operational matters, the board discussed the state of the library’s HVAC systems. With some units dating back to 1970, there are ongoing concerns about their efficiency and reliability. An upgrade to heat pump systems is under consideration, with one quote reaching $100,000. While expensive, potential rebates could offset costs, and timely upgrades are deemed critical to avoid costly emergency repairs in the future.
The board also reviewed a proposal to delay the planting of new trees until spring. This decision is part of a larger grant project that includes landscaping and connecting to an old well for plant irrigation.
