Westport Planning Board Advocates for Scenic Road Protections Amidst Project Updates

In tandem with scenic preservation, the board discussed a recent $87,000 grant aimed at developing new zoning bylaws for historic village centers and marine-dependent areas. This grant is intended to allow existing commercial uses, currently considered nonconforming, to continue adapting to community needs. This initiative is set to begin implementation between late 2025 and early 2026.
Adjustmentsttention was also given to the Route 88 Sulkage Westport Solar 1 project. Updates included the installation of culverts and retaining walls, with a discussion on the proposed elimination of a stone-lined trench due to depth issues. The building inspector agreed that this change did not materially alter the project, yet concerns about water drainage implications were voiced.
The Route Six neighborhood plan was another focal point, with data being gathered from public events to inform new zoning bylaws. The plan aims to address land use, design, and transportation preferences along the Route Six corridor, targeting completion by the 2027 town meeting. However, the board recognized challenges with the MS4 permit required by the EPA for storm sewer management. Funding shortfalls were acknowledged, as last year’s grant programming was not released.
The meeting also highlighted climate resilience efforts, particularly a salt marsh restoration project funded by the Southeast New England Program (SNEP) network. This project, in partnership with Mass Audubon, focuses on island marshes using innovative restoration methods. The board is preparing to integrate feedback into a climate resilience report, with plans for public engagement next year.
Moreover, the board discussed the success of distributing weather resilience kits to the community and emphasized the importance of ongoing volunteer contributions. Three solar projects have reached completion, with three more nearing closure. The board is engaging with developers to advance remaining projects, including an innovative agrivoltaics proposal utilizing agricultural land for solar energy.
Lastly, the meeting addressed the potential reuse of the old high school, which remains on pause due to maintenance costs. Suggestions for an RFP to explore reuse options were made, alongside the idea of establishing a community center, contingent on proactive fundraising and community support.
