Westport Select Board Debates Library Hotspot Policy Amidst Funding Concerns
- Meeting Overview:
During the recent Westport Select Board meeting, discussions focused on the library’s hotspot policy, potential changes to funding from the Institute of Museum and Library Services (IMLS), and various community and library activities. The board considered expanding hotspot access to non-residents and reviewed the implications of federal funding changes on local library services.
The board began by addressing the library’s current policy on hotspot lending, which restricts borrowing to Westport residents. This policy, members noted, contributes to low usage outside peak summer months. Several board members expressed interest in revising the policy to allow non-residents to borrow hotspots, given frequent inquiries from outside the town. One member noted the practicality of making hotspots available for broader use since they are already funded. The Council on Aging (COA) has three hotspots reserved for residents, but the board considered allocating other units more widely.
Another issue was the impact of a previous executive order by former President Trump, affecting IMLS and, by extension, Massachusetts libraries. The board deliberated on how these changes could influence funding for the Board of Library Commissioners, with concerns about potential reductions in support. Notably, 13 out of 23 staff salaries at the IMLS are partially funded through this federal support, which also sustains statewide programs like the Commonwealth catalog and summer reading initiatives. Board members suggested contacting local representatives to express concerns over these funding uncertainties.
State and municipal funding structures were also examined. The board discussed library incentive grants, state aid balances, and how these funds support services like Hoopla, which has seen increased usage. There was a mention of the library’s subscription to Ancestry.com amid concerns about financial stability. Additionally, the board reviewed shared costs of water quality testing between the library and the school.
The meeting included updates on planned library activities and community events. The board highlighted the success of the “Art for Your Mind” program, attracting new visitors and funded by the Westport Cultural Council. Upcoming events, such as the “Circus Minimus” show and a performance by the Tojet Band, were also planned, with the Friends of the Library sponsoring these initiatives. Concerns about weather-related challenges prompted discussions on indoor accommodations for these events.
The meeting also covered logistical needs for book sales, with a campaign to collect beer boxes for storing and transporting books. The sturdy boxes are valuable for older volunteers, and local liquor stores, like Lees Market, have been approached for donations. The board noted the importance of maintaining a steady flow of donated books for successful fundraising, which supports library programs and purchases.
Safety and maintenance updates included delays in door replacements and ADA walkway improvements, with completion dates pushed from July to September. Rising concrete prices could impact costs, but funding is expected to cover expenses. Maintenance of library benches was also discussed, with plans to reseal them to maintain their condition.
