Westport Select Board Discusses Eelgrass Protection and Shellfish Harvesting Regulations
- Meeting Overview:
In a recent meeting, the Westport Select Board addressed issues concerning shellfish management, focusing on the protection of eelgrass and the regulation of harvesting practices, particularly in Whites Flat. The board deliberated on the implementation of a motion to prohibit bull raking in Whites Flat to safeguard the delicate ecosystem, while also navigating changes in relay program regulations and the logistics of shellfish propagation.
The primary focus of the meeting was a proposed motion regarding the harvesting of shellfish in Whites Flat. The motion aimed to maintain current harvesting practices while implementing a ban on bull raking to protect eelgrass beds. Bull raking, a method considered harmful to eelgrass, has been a point of contention among local fishermen and environmental advocates. A participant emphasized the need for this prohibition, stating, “we’re lacking eelgrass,” and noting the importance of aiding “mother nature” in preserving the environment. The conversation highlighted the necessity of balancing harvesting activities with environmental conservation efforts.
The discussion also suggested the establishment of a pilot program to assess the impact of harvesting in the area. This initiative would allow for data collection and evaluation of the ecosystem’s response to different harvesting techniques over a limited timeframe. One participant proposed, “I think this should start as a pilot program… then we stop and reassess,” underscoring the importance of evidence-based decision-making. The pilot program aims to prevent overharvesting and ensure sustainability, aligning with the broader objective of maintaining the health of the river and its resources.
The board also considered logistical aspects of shellfish propagation and the relay program. Discussions with the Massachusetts Division of Marine Fisheries (DMF) revealed upcoming changes to relay areas, emphasizing the necessity of adhering to planting and harvesting timelines. The deadline for planting relayed clams was set for July 1, a critical date that allows for a full spawning season before peak harvesting times like Thanksgiving and Christmas. Failure to meet this deadline would result in significant delays, with clams planted after July 1 unavailable for harvest until September 15, 2027, due to the requirement for a complete spawning season.
The DMF representative praised Westport’s management of relay areas, noting the town’s ability to balance resource needs with those of other towns, which might face prolonged periods without fishing opportunities if deadlines are missed.
Operational challenges, including a reduction in available vessels for harvesting, were also discussed. Currently, only one vessel is operational, but there are discussions about potentially adding more vessels to increase efficiency.
Funding from the Manton Foundation, which supports shellfish propagation, was another topic of interest.
The meeting also addressed the status of Whites Flat, an area recently approved by the DMF as fishable, though a local decision is pending regarding its official opening. Public comments were invited on managing Whites Flat, with some advocating for maintaining the status quo of commercial harvesting six days a week and recreational harvesting on Sundays. Concerns about water quality and sources of fecal contamination were raised, influencing decisions about reopening and management practices.
