Westport Zoning Board Grants Extension for Pine Bridge Estates Amidst Growing Community Concerns

The board explained that the extension allows Pine Bridge Estates LLC sufficient time to address consultant feedback thoroughly. Pico also highlighted concerns about the potential importation of fill for the project site. The board clarified that this matter was outside the current petition’s scope and related to ongoing road work. Another resident, Bren Pereira, inquired if the board’s peer review included a site visit, which was confirmed.
In other business, the board discussed proposed changes to the zoning bylaws, focusing on Accessory Dwelling Units (ADUs). The Planning Board has developed a sample application form for the Select Board’s consideration. The proposed zoning changes include requirements for two forms of egress, a functioning fire alarm, and adequate parking based on the number of bedrooms. A concern was raised about a longstanding bylaw restricting more than one dwelling unit on a lot unless specific conditions are met. Questions arose over whether the Planning Board’s new regulations for multiple ADUs addressed this conflict.
State law now mandates towns to allow ADUs by right, enabling owners to create and rent accessory apartments without special permits while adhering to standard requirements like septic regulations. The discussion noted that the new regulations no longer require the primary owner to reside on the property, potentially leading to multiple rental units on smaller lots. The board discussed size restrictions for ADUs, which should not exceed 900 square feet or be larger than half the size of the main house. Concerns were raised about discrepancies between gross and net square footage calculations, which could complicate compliance.
A participant strongly opposed permitting multiple ADUs on a single property without requiring a special permit, emphasizing the need to control development density. They argued, “I think they’re making a big mistake… unless you’ve got, you know, 25 acres.” Despite these concerns, the practical impact of the changes might be limited due to existing lot sizes and zoning restrictions in Westport.
Procedural updates were also on the agenda, including the upcoming town moderator position, with a new candidate under consideration and met with approval. The board approved the minutes from the December 11, 2024, meeting without opposition.
Future meetings were planned, including a February 19 session to address a variance request related to parking. A potential March 26 meeting was also noted, concerning a cease-and-desist order for an establishment near Daily Grind. However, incomplete submitted materials led to a refusal for review at this time.
