The Digital Equity plan was a significant agenda item. Ted Harvey’s presentation included the vision and goals of the Digital Equity plan, outlining the “Bead Challenge” funding opportunities which focus on unserved areas and digital equity initiatives. Although the board debated the implications of approving the plan, it was clarified that approval would set a direction for municipal priorities rather than agreement with each specific priority. The next steps for the board will include establishing these priorities and exploring funding options.

Another noteworthy discussion was the appointment of a new member to the board of assessors. Michael HED was recommended and appointed following interviews by the Town Administrator and Assistant Assessor. Additionally, Rebecca Danielson was appointed as the planning board and ZBA administrative assistant, filling the part-time position.

The board exhibited a stance on environmental issues, deciding to draft a letter of support for House Bill H 832, which focuses on paint recycling. Enthusiasm for the bill was unanimous, and the letter aimed to endorse legislation that would promote sustainability and responsible waste management. Similarly, the board agreed to support the Center School Grant with a letter after a minor spelling correction was made to the document.

Public safety and community harmony were addressed through the issue of illegal fireworks. A resident raised concern over the negative impact of fireworks on livestock, leading to a broader discussion about preventive measures. The possibility of including a message in the town newsletter to raise awareness was suggested, and the resident offered to contribute an article to inform the community on the topic.

The board also tackled the subject of filling the vacancy for an animal and barn inspector. The role, which is paid by stipend, had no current candidates, and the board discussed reaching out to neighboring towns for potential applicants.

In terms of town infrastructure and services, the board held off on deciding the allocation of remaining funds for town projects due to a new request from the fire department for facility improvements. Updates were given on a variety of ongoing matters, including progress at the South K Center Board of Oversight and the Water Department, a feasibility study for a senior center, and Comcast’s changes to fees and services. Additionally, the town is transitioning its emergency communication to a commonwealth-owned system, and the HVAC system repair was also mentioned.

Concerning town agreements, the Town Administrator reported on renewal discussions with various companies for host community agreements. Most companies agreed to use a model agreement, although one, Urban Grown, had not engaged in follow-up discussions.

Lastly, the board touched on the renewal process for the Cannabis Control Commission (CCC) and a pending appeal status related to the sheltering of dogs. The appeal hearing had to be rescheduled due to incomplete information, and the board deliberated on handling the violation and the consequences for the involved canine.
