- Meeting Overview:
The Williston City Council recently approved crucial airport improvements, including the purchase of a new emergency generator and the approval of grants for a new terminal building, while also engaging in a debate over a considerable increase in water and sewage rates. These discussions dominated the recent council meeting, which also touched on issues of community engagement, zoning changes for a marijuana-related business, and the aftermath of Hurricane Adelia.
The airport improvement discussion was centered on the surplus of three jet Porters at the Williston Municipal Airport. The equipment, acquired through the GSA, was deemed unnecessary due to the high costs to bring them into working order. It was determined that the city could legally sell these items, and a resolution approving the surplus was passed. Furthermore, the council celebrated the award of an FAA Grant, providing $500,000 for the construction of a new terminal building. This grant required a 5% local match. The council also approved the assignment of an airport hangar to GTC Services LLC for aircraft storage and potential expansion.
For the new terminal, the council approved the purchase of a 150-kilowatt emergency generator and automatic transfer switch, which will provide power during outages and was fully funded by an additional grant. The generator’s fuel source sparked a debate, with a preference for natural gas due to reliability and cost-efficiency. This led to discussions about extending the natural gas line to the airport, emphasizing the need for funding to progress this project.
Simultaneously, the council addressed the concerns raised by citizens during public participation regarding an increase in utility bills, particularly water and sewage. The City Manager acknowledged the issue, citing ongoing discussions with affected businesses and potential solutions. The increase, which in some cases was reported to be as much as 200%, was debated by the council. Members were frustrated with the rate hike after 12 years without an increase and the lack of public communication about the change. They discussed the necessity of the rate increase and the structure and pricing changes that led to it.
This included the proposal to hold town hall meetings to gather public input, especially in light of the disagreement on whether to hold such meetings before quasi-judicial hearings. Legal representatives clarified the distinction between quasi-judicial matters and other types of meetings, stressing the importance of avoiding potential conflicts and maintaining the integrity of the process.
Zoning issues also surfaced as a point of contention, particularly concerning the proposed changes for a marijuana-related business. Citizens expressed concerns about potential environmental and community impacts and urged the council to consider alternatives and engage in thorough discussions before making decisions. A community liaison presented resources for survivors of Hurricane Adelia, pointing to crisis management services accessible through Meridian HealthCare.
The council committed to addressing these issues.
The meeting concluded with announcements about upcoming community events. The meeting was adjourned following the motion carried.
