Willmar City Council Approves $1.3 Million Parks and Trails Grant, Discusses Ice Rink Upgrades

The member highlighted that subsequent refinements in the bid specifications necessitated an increased use of materials, including an additional 60 yards of concrete and 4,000 pounds of rebar, to ensure the structure’s stability. This expenditure consumed nearly half of the contingency funds allocated for the project, prompting a discussion about financial provisions for potential future needs. The motion to approve the change order was passed, with six votes in favor and two against.
The council also approved a professional services agreement for a 2026 feasibility report with Bolton and Mink, valued at $21,100. This report will outline upcoming street projects, including reconstructions and new path creations, alongside detailing necessary permits and potential funding sources.
In other infrastructure-related matters, the council approved a bid for wall repairs at the civic center from Building Restoration Corporation for $51,514. Park and Recreation Director Rob Barbgar noted that the company had previously completed successful projects for the city. Discussions ensued about the potential use of remaining funds for installing metal siding to address moisture issues, with a focus on ensuring long-term structural integrity.
The council further took time to acknowledge generous donations received during the second quarter of 2025, including $500 from Homestate Bank for Welcome Week and $10,000 from CHS Community Giving Team for the Fire Department. These contributions were formally recognized with a resolution that passed unanimously.
Administrative matters included an update on the city administrator’s annual performance review, which had fallen behind schedule. The council was informed that a timeline for the review would be established. Additionally, a concern was raised regarding the public perception of crime in Willmar, as portrayed on social media. A request was made for the police chief to provide crime statistics over recent years to offer a factual perspective compared to online narratives.
A question was also raised about debris from a recent fire incident on Seventh Street Northwest, with inquiries about accessibility for residents to remove debris or whether the area remained a crime scene. Clarity from the fire chief was anticipated to resolve these concerns.
