Willmar City Council Approves Projects Amid Fiber Optic Cost Concerns

In other significant business, the council approved a bid for replacing the civic center roof at the Blue Line Arena. The roof, originally installed in 1998, was deemed at the end of its lifespan. The council unanimously authorized the replacement, with the project costing $263,797. This move aims to address long-standing maintenance issues, including inadequate insulation, by replacing and reinsulating the roof.
Additionally, the council accepted a bid for improvements to the Iverson Park lift station. The project received eight bids, with the lowest being $548,673.25 from Dun Inc. The council approved the bid with a majority vote, addressing procedural concerns about potential conflicts of interest with one member abstaining. This approval underscores the city’s ongoing efforts to maintain essential infrastructure.
Another major project discussed was the Geneo Turkey Store nutrient removal initiative. The council approved a professional services agreement valued at $99,755 to implement a biological method for phosphorus removal. This project aims to reduce chemical costs and energy consumption, with an estimated total cost of around one million dollars and a payback period of six years.
The meeting also covered plans to reconstruct Fourth Street Southwest, where tree removals due to infrastructure requirements sparked community concern. The city engineer explained the necessity of removing trees near utility lines and assured that a tree replacement program would be implemented post-construction. The council approved moving forward with the project, balancing infrastructure needs with environmental considerations.
In terms of public works, the council approved the purchase of a new plow truck and snow removal equipment, with a total cost of $297,552.
Furthermore, the council approved a land lease agreement with the Wilmer RC Association for an RC park. They also finalized a license agreement with City Line Towing for the use of land beneath the First Street Bridge, negotiating a 10-year agreement with an annual fee structure.
