The proposed home would be located where a barn once stood, on relatively flat land that might require additional fill. Mitchell expressed her preference to remain on the farm due to her long-standing connection and her medical conditions, which limit her ability to manage the property independently.
The Planning Commission was attentive to the specifics of the construction, particularly the need for electrical inspections if the home was a manufactured unit. Concerns were raised about compliance with local regulations, especially if the home were constructed out of state.
After opening the floor to public comment and receiving no objections, the commission closed the public hearing and discussed the petition. A commissioner queried the timeline for the removal or modification of the new home if the occupants could no longer reside there legally. The response clarified that property owners could apply for another conditional use permit if needed, and the planning department would typically work with them on such matters. The commission’s primary concern was preventing the use of conditional use permits for rental income beyond family accommodation or legitimate farm help. The petition was approved unanimously.
Following Mitchell’s petition, the commission considered another request from Kelly Anderson, who sought a conditional interim use permit for a new single-family dwelling on a proposed 31-acre split from a larger 71-acre parcel, also in St. Charles Township. The project overview noted that a variance had been received earlier in the day regarding prime soils on the property. The commission opened the public hearing for Anderson’s petition, but no public comments were made. The hearing was closed, and the petition was approved unanimously after a brief discussion.
