Winona County Planning Commission Approves Key Cannabis Cultivation Permit Amid Bureaucratic Challenges

They emphasized regulatory compliance, including security and tracking systems mandated by the Office of Cannabis Management.
The urgency of the permit approval was underscored by the approaching planting season and bureaucratic constraints. A key issue was the requirement for the county to respond to the state within 30 days of a request, with concerns that failure to do so could result in automatic state approval, potentially without local conditions.
The commission considered the implications of the state’s electronic system, which allows only outright approval or denial, limiting the ability to negotiate conditions. To ensure compliance with both state and county requirements, there was discussion of potentially holding a special meeting before the deadline to address any unresolved issues. This move would help preserve the county’s ability to impose necessary conditions on the cultivation permit and ensure timely planting.

Another agenda item was the conditional interim use permit for a major land disturbance project related to the Highway 14 improvements in Hillsdale Township. The project, involving approximately 30,000 cubic yards of fill, aims to regrade and reshape eroded slopes, replace guardrails, and adhere to environmental protection guidelines.
