Winona County Planning Commission Weighs New Communication Towers Amidst Community Concerns

The commission also considered a broader telecommunications infrastructure plan aimed at improving coverage across Winona County. Representatives from the telecommunications company outlined plans for multiple new sites, including potential locations near St. Charles, Wilson Township, and Dakota. They acknowledged the RF challenges in Winona County and the existing subpar coverage from major carriers like Verizon and T-Mobile. The representative highlighted ongoing environmental assessments, particularly regarding the impact on migratory birds and compliance with the National Environmental Policy Act.
The lighting of the towers was another concern, with newer LED technology designed to minimize obtrusiveness. The representative confirmed efforts to reduce visibility impacts on local residences and the environment. Additionally, the discussion addressed the necessity of reliable communication infrastructure in emergencies, referencing past service failures during events like the 2007 Stockton flood.
In response to public concerns, the commission explored the aesthetic integration of towers into the landscape, with suggestions for camouflaging them as natural features to mitigate visual impact. The topic of tower ownership and sharing among carriers was also discussed, noting that Verizon allows collocation on its facilities, which has evolved since the late 1990s when public apprehension about cell towers was prevalent.
A motion to recommend approval of the tower installations, contingent on all conditions and findings of fact, was passed unanimously. The commission acknowledged the need for a balanced approach to tower development, considering both highway users and rural communities.
Another agenda item was the proposal by Jake and Mary Yoder to establish a new schoolhouse in St. Charles Township, within an agricultural resource conservation zoning district. The Yoders presented their case, highlighting the need for local educational resources as existing schoolhouses were at capacity. The proposed site included a variance from the required feedlot setback and careful consideration of the playground’s location relative to neighboring properties.
