The plan focuses on four areas: student achievement and well-being, effective resource management, family partnership and community engagement, and staff development and support. Specific initiatives include the implementation of teacher training in the science of reading and the establishment of professional learning communities to foster goal setting and accountability for student learning.
A significant proposal within the strategic plan is the potential restructuring of elementary schools into grade-level buildings starting in the 2025-2026 school year. This change would consolidate grades K-2 at Humphrey and grades 3-4 at Winstead, with the goal of enhancing teacher collaboration and ensuring equitable access to quality instruction. The proposal addresses challenges faced by students transitioning from fourth to fifth grade, which have been identified as particularly difficult in this district. The plan also considers community needs beyond education, such as expanding daycare services and potentially introducing a Head Start program in Winstead, which would require navigating federal regulations.
The proposal for a Head Start program was further discussed, with an emphasis on minimizing renovations and swiftly implementing the program upon federal approval. Transitioning to grade-level buildings could streamline staffing and alleviate budgetary pressures without additional funding from voters. The discussion aimed to inform the council and gather feedback on potential blind spots in the plan, with one council member inquiring about a long-term vision for a unified campus near the middle and high school. The current intent is to maintain existing buildings across communities.
Financial sustainability of a universal breakfast and lunch program was another concern raised during the meeting. The programs have historically exceeded initial funding, requiring careful planning to avoid budget gaps. The council recognized the importance of collaborative teaching practices, with teachers grouped to enhance student achievement through professional learning communities.
In other business, the council discussed a land exchange agreement involving the Yukon Land Company LLC and Bridgland Development Company. This agreement, in process for several months, seeks to facilitate a driveway connecting properties owned by a manufacturing company, avoiding the use of a county road. The plan necessitated vacating parkland previously allocated as part of a development deal, with ongoing negotiations regarding community land use.
The council received a presentation from Shell Mola, the new principal of Holy Trinity School, who reported a 90% retention rate and highlighted the school’s support from the Winsted community. Additionally, Dave Danielson, past chairman of Windstock, provided a report on the 30th anniversary of the country music festival. Despite adverse weather conditions, the festival was a sellout and distributed funds to local schools.
