The council approved a bid from Hydro Clean LLC for $97,086.84 to rehabilitate 2,460 linear feet of sanitary sewer pipe using cured-in-place pipe lining. This method allows for trenchless construction, avoiding excavation and street work delays. The project is part of an ongoing effort to maintain the city’s 12 miles of sanitary sewer pipe, with completion expected by spring 2026 to benefit from more favorable bids. The project’s lifespan is projected to be 90 to 100 years, and residents will be informed of short-term sewer outages during the installation process.

In light of recent mechanical problems with an existing vehicle, the council authorized the city administrator and fire chief to purchase a 2009 Chevrolet 3500 pickup truck from the Minnesota Department of Natural Resources for up to $30,000. This vehicle will replace a 1988 Chevrolet pickup deemed surplus and eligible for sale. The fire chief had secured the new vehicle through a program aimed at providing affordable vehicles to fire departments.

Additionally, the council approved the installation of a gated access control solution for the Winstead Brush Site and Wastewater Treatment Facility, at a cost not exceeding $5,890. This project was delayed to ensure separate connectivity from the wastewater facility’s internet system.
