- Meeting Overview:
The Winter Haven City Commission meeting on October 28, 2024, was marked by the approval of several ordinances, including those addressing residential development and infrastructure. Key discussions focused on the amendment of the city’s comprehensive plan to accommodate new subdivisions, alongside public concerns about traffic congestion and infrastructure adequacy.
A primary focus of the meeting was the public hearing for Ordinance 02430, which sought to amend the comprehensive plan to designate a 56.74-acre annex parcel with a neighborhood suburban future land use classification. This change would allow for the construction of approximately 210 single-family units under R3 zoning, permitting a density of up to 15 units per acre. Eric Labby, the Director of Economic Opportunity and Community Investment, emphasized that the development was consistent with surrounding uses and supported by existing infrastructure, including water and sewer capacity. The Planning Commission had already recommended approval, despite some public concerns about potential traffic and noise increases.
During the hearing, an attorney representing the applicant addressed these concerns, assuring the commission that the development’s density would likely be below the maximum allowed. Additionally, transportation concurrency assessments would be conducted during the project’s development phase. A commissioner raised concerns about traffic management, particularly the risk of directing all traffic westward.
Ordinance 0-24-31 also received attention as it proposed a multifamily residential low-density zoning designation (R-3) for the same parcel. The commission acknowledged existing traffic issues, notably on Martin Luther King Boulevard, and discussed the potential for future road connections to alleviate congestion. The ordinance aimed to provide affordable housing options, with a proposed density of 3.7 units per acre, aligning with surrounding areas. The ordinance was approved after a public hearing with minimal opposition.
The commission proceeded to deliberate on Ordinance 0-24-45, which involved amending the comprehensive plan to assign a neighborhood support future land use to a 0.91-acre parcel already developed for commercial use. The commission found the existing residential land use designation inappropriate, leading to the ordinance’s approval without public comment. The subsequent Ordinance 0-24-46, assigning a Commercial Highway (C3) zoning district to the parcel, was similarly adopted without debate.
Further discussion centered on Ordinance 0-24-47, which sought to amend signage regulations for Advent Health’s property. The commission acknowledged concerns about light pollution and drainage raised during the Planning Commission meeting. However, the changes were deemed necessary for improved wayfinding due to the medical campus’s extensive frontage on Cypress Gardens Boulevard. The ordinance was adopted without significant opposition.
In addition to the ordinances, the meeting addressed various community events and updates. A commissioner shared experiences from attending a local arts performance and noted positive revenue trends in the tourism sector post-hurricane. Another commissioner recounted participation in community events, including a high school homecoming parade and a leadership luncheon, highlighting the engaging activities and community spirit. The meeting also featured reports on the inaugural Winter Haven High School Hall of Fame event, the swearing-in ceremony of the new police chief, and a Touch-a-Truck event that saw high family engagement.
Attendees expressed enthusiasm for the success of recent community events and the anticipation of upcoming ones, including a concert at the Ritz. Concerns about increased mosquito activity were noted, prompting inquiries about the city’s plans for mitigation. The city manager praised the engagement of city staff in community events and the success of the City University graduation program, which has fostered new ambassadors for the city.
