Winter Haven Commission’s One Water Master Plan Aims to Secure Future Water Resources

In parallel to the One Water Master Plan, the commission addressed other infrastructure projects, including the development of the Intermodal Logistics Park. This project, noted as a development, recently secured a $1.5 million grant for a rail spur, anticipated to enhance service capabilities and connect essential facilities. The project is scheduled for completion in June 2025.
The meeting also covered the Logistics Parkway and Pard Road extension project, which aims to improve transportation infrastructure. The project involves the construction of a multi-use trail and substantial roadway improvements, with a cost reduction achieved through a redesign. Grant funding of $9.4 million has been important to its progress, with completion expected in 2025.
Further discussions involved the Winter Haven Airport’s commerce park project, supported by a Florida Department of Transportation grant. The project includes new hangars and a taxiway, with an estimated cost shared equally between the city and DOT. Safety concerns at the airport were addressed, with a committee formed to improve communication among pilots and a dedicated frequency being sought from the FAA.
The commission also reviewed the automated metering infrastructure (AMI) for water management. The transition from manual to automated systems is nearing completion, with 87% of city connections now capable of transmitting real-time data. This advancement allows residents to monitor water usage online, aiding in leak detection and consumption management. A beta test is planned for 2026 to enable remote control of water flow.
Additionally, the discussion touched on infrastructure improvements along Motorpool Road, which is being upgraded from a private alleyway to a public road. This project incorporates a “dig once” approach, integrating multiple infrastructure components to avoid future disruptions. Enhancements include improved water infrastructure, communication lines, and pedestrian amenities, with completion expected by April.
