In the area of housing, the commission delved into the Ship program, which promotes affordable homeownership and multifamily housing developments. The program, funded by various sources, including the Florida Housing Finance Corporation, necessitates swift fund utilization to avoid forfeiture. To facilitate this, a robust marketing campaign utilizing social media, email newsletters, direct mail, and informational videos was proposed. Staff training was emphasized to manage public inquiries effectively. The commission also explored affordable housing initiatives, discussing the potential qualification for the affordable housing trust fund for new construction and a housing incentive program within the Community Redevelopment Agency (CRA).
Another focal point was the proposal to further assign a collateral agreement associated with a development project to a subsidiary of the current lender. This request arose from the transition from construction to permanent financing, with the City and the CRA asked to consent to this assignment. The discussion included the protection of the entities involved from bankruptcy risks and the necessity for transparency throughout the process.
The meeting also addressed the approval of the final plat for Harmony Phase 2, a substantial subdivision expected to generate over $237,000 per year in City ad valorem revenues. Furthermore, the annexation of an ABC liquor store seeking to benefit from city alcohol regulations was reviewed. The First Amendment to the developers agreement for Dudney Plaza LLC was discussed, entailing the donation of a city-owned parcel and the establishment of new timelines for the redevelopment of the property.
The commission considered procurement manual revisions, detailing clarifications on purchase orders, change orders, and emergency purchases to improve operational efficiency. These changes were presented for informational purposes without the need for immediate action.
