During the public comments, the community voiced strong support for the Bridge Church, which currently rents the Ritz Theater for its services and programs. Speakers emphasized the church’s positive influence on the community, with one individual suggesting the city consider a request for proposal (RFP) to potentially outsource the theater’s operations. The commission responded by approving a motion to continue discussions with city staff and the boards of Theater Winter Haven and the Ritz Theater to explore the city’s ownership of the building.
Another topic of discussion was Resolution R-24-20, which concerns the city’s participation in a lawsuit challenging the constitutionality of a state law mandating financial disclosures from municipal elected officials. The resolution contemplates joining litigation seeking injunctive and declaratory relief against the law, which some commissioners view as overly intrusive. The commission debated the merits of joining the lawsuit and the associated $10,000 fee, with opinions diverging on the importance of asserting home rule versus the financial implications of the litigation.
Moreover, the commission tackled a series of ordinances affecting the city’s future landscape. Ordinance 024-9, which sought to amend the Winter Haven comprehensive plan to include a 19.2-acre parcel as neighborhood Suburban future land use, received staff approval and was presented by attorney Shelton Rice. After a discussion including concerns over traffic and the need for workforce housing, the commission approved the ordinance. Other zoning-related ordinances, such as the extension of the city’s corporate limits and rezoning in the Woodpoint and Cypresswood Palmaia subdivisions, were also discussed and voted upon, with a focus on the implications for residential development.
The commission further recognized April 2024 as Child Abuse Prevention Month and Water Conservation Month, endorsing community efforts to safeguard children’s welfare and promote efficient water usage. Miss Winter Haven Alex D Ro was acknowledged for her service, and Vanessa Castillo was celebrated for her decade-long tenure as City Clerk.
In terms of municipal affairs, the commission was informed about the post-legislative call from the Florida League of Cities, which highlighted the challenges posed by state rule changes for local governments. The city manager pointed out legislative items that could pose difficulties for municipalities statewide. Updates were also given on the success of the FSU Residency program, the public safety awards banquet, and the ribbon-cutting at Denison Stadium. Recognition was extended to the Public Works Director for community involvement.
