In a recent Winter Haven Planning Board meeting, the board approved the establishment of a medical marijuana dispensing facility in the downtown commercial district and a jazz club that will also raise funds for an animal rescue. Additionally, the board discussed a variety of subjects ranging from zoning requests to drainage issues and amendments to the comprehensive plan related to sewer systems.
The opening of the medical marijuana dispensing facility is notable for bringing a new type of business to the commercial downtown C1 zoning district. The facility, which is expected to employ between 10 and 15 people, received favorable recommendations from the planning staff and an expression of gratitude from the petitioner’s development company representative, who requested a positive approval from the board.
The Planning Board also approved a special use request for a large-scale drinking establishment to operate as a jazz club. This establishment, designed to offer an “atmosphere of comfort,” aims to provide a cultural space for the community while supporting D’s Bulldogs Rescue Inc., an animal rescue organization.
Zoning requests were another focus of the meeting. The board evaluated a request to rezone a portion of a parcel from single-family residential to multifamily residential low density. The property, located east of Rucker Highway and 21st Street Southwest, is intended for the development of multifamily residential units. The planning staff endorsed the rezoning. However, community concerns were voiced regarding access points and drainage issues related to the proposed development.
The meeting also delved into drainage concerns, particularly addressing a collapsed pipe north of Lake Howard Nature Park. The city’s acquisition of the old radio station property is part of a plan to tackle these drainage issues. Potential complications, such as the impact on tree roots and property values, were discussed. A local property owner articulated opposition to the construction of another apartment building in the area, citing potential negative effects on property values, increased traffic, and the loss of natural surroundings.
Administrative matters were also on the agenda, including a request to amend the sanitary sewer subelement of the 2035 Winter Haven comprehensive plan. The proposed amendments are in response to state-mandated requirements for pollutant load reductions and the transition from septic systems to sanitary sewer systems. The comprehensive plan’s amendments include prioritization criteria for septic system conversions, limitations on new and replacement septic systems, and design requirements for new septic systems to allow future connections to sanitary sewers. The Planning Commission recommended approval of these amendments, which will be sent to the City Commission for final consideration.
Progress on two subdivisions moving toward the City Commission was updated, and an electronic process for completing financial disclosures was discussed. Additionally, the Planning Commission acknowledged a letter of resignation from a member and the necessity to find a replacement.
