The Winter Haven Planning Board convened recently to deliberate on several cases, the most prominent being an amendment to a planned unit development (PUD) ordinance for a property located on Havendale Boulevard presented by Landmark Investments Incorporated. The amendment, which involves the development of 100 multifamily residential units on a currently vacant portion of the property, was ultimately approved by the board despite public concerns regarding traffic, environmental impact, and the developer’s past activities.
The proposal by Landmark Investments sought to introduce a mix of residential and commercial uses within the PUD. A senior planner outlined that the development would conform to existing standards and zoning regulations, specifically falling within the R3 zoning district which allows for a maximum building height of four stories. During the public hearing segment, a representative for the applicant clarified that there were no immediate plans for a dock and that a buffer would be established between the development and the adjacent lake. The representative also contended that the residential use would generate less impact than a commercial development would have done.
Public reaction revealed several points of contention. Residents expressed concerns about the future of the property, with some skeptical about the shift from condominiums to rental apartments, questioning the long-term implications for the community. Others brought forth apprehension over the developer’s history of managing properties, citing instances of illegal nightclub operations and problematic tenants. Traffic congestion and safety, particularly the adequacy of emergency access and egress, were also focal points of the discussion. City staff responded by asserting that traffic capacity and emergency access would be addressed during the site plan approval process and that the developer would be responsible for any required improvements to the roadway network to meet concurrency requirements.
Additionally, the potential environmental repercussions of the proposed development were a subject of debate. Concerns were raised about traffic, tree removal, and overdevelopment. One resident highlighted the lack of notification to some neighbors regarding the proposed developments, though the Planning Board clarified that the notice had been properly disseminated, with mailers sent out and advertisements placed. The necessity and impact of the development on local resources like water and trees were also questioned, prompting the board to discuss the challenges of urban planning, balancing private property rights with community needs, and the ongoing efforts to implement an urban forestry plan to mitigate tree loss.
Apart from the Landmark Investments case, the board addressed several other requests. These included a continuation for a JSK Consulting case regarding personal storage in the C3 zoning district, special use approval for a banquet hall requested by River Card LLC, approval for an accessory pharmacy and a medical clinic by Bond Clinic PA, and a large-scale drinking establishment in the downtown C1 zoning district requested by Wayy Lea. Each of these cases was approved without significant controversy.
The meeting also covered logistical matters such as the rescheduling of the July Planning Board meeting. Initially set for July 2nd, the meeting was moved to July 9th to avoid proximity to the Independence Day holiday. This rescheduled meeting date will also include the continued case from JSK Consulting.
