- Meeting Overview:
The Winter Haven City Commission meeting focused on several issues, including a significant settlement agreement regarding a well property, updates on multiple infrastructure projects, and upcoming budget allocations.
One notable matter was the settlement agreement between the City of Winter Haven and the Kalen Trust concerning a well property. This well, part of the city’s potable water inventory since the Gardener water system acquisition in 1998, had been a point of contention due to a dispute over the timely renewal of the lease. This dispute led the city to cease using the well as a gesture of good faith while negotiations were underway. The city attorney’s office, the water department, and other representatives successfully negotiated a settlement. The city will acquire the well property, located just off Lake Mariam, for $93,000, thus securing ownership of the land and the well and eliminating the long-term lease.
The commission also discussed the financial impact and logistics of several infrastructure improvements. One notable project is the HVAC replacement at Fire Station 1. The current system’s inefficiency has led to frequent maintenance issues, necessitating a replacement at a total cost of $228,400. The fiscal year 2024 budget already allocates $33,000 for HVAC replacement and maintenance, with the remaining funds provided by available resources within the fire department.
Another topic was the developers’ agreement with Vmar Development for the installation of alternative water supply transmission mains. This agreement, prompted by the widening of Cunningham Road, will see the developer extend a 20-inch transmission line in conjunction with the road work. The city will cover the cost, not exceeding $67,100.
The commission also approved the transfer of county roads, including portions of West Lake Drive and Shell Road, to the city. These roads are part of the Harmony development area and will be realigned and improved. The commission noted that this transfer would facilitate better integration with city infrastructure.
Additionally, the commission reviewed the Winter Haven Area Transit District agreement, maintaining the same annual cost of $293,200 for the next two years. This agreement is important for sustaining the city’s public transportation services.
Lastly, the commission discussed the resurfacing of the city’s worst roads, with a budget of $1.76 million. The total remaining budget for the current year is $1.18 million, with the additional funds to be drawn from the Transportation Fund in the new fiscal year. The resurfacing will cover approximately seven miles of road.
