He detailed how the program, run by volunteers from Learning Circle, aims to provide critical academic support. The board acknowledged Patel’s efforts and showed interest in facilitating further discussions to explore the proposal.
A subsequent speaker raised concerns about the capacity of local schools, specifically in light of the upcoming renovations at Avenel School No. 4 and 5. This individual questioned how the district plans to manage future growth. He proposed that the board consider acquiring nearby properties to facilitate future expansion. Addressing the security of schools, the speaker also questioned whether security personnel receive regular training akin to law enforcement and emphasized the importance of having well-trained staff to ensure student safety.
Dr. Joseph Massimino responded, explaining that the renovations at Avenel School No. 4 and 5 stemmed from a prior referendum. He assured that the administration is continually monitoring enrollment and class sizes to make informed decisions about school capacities. Regarding security, Massimino highlighted established protocols and ongoing training for security officers to ensure they are prepared to handle emergencies.
Further discussions centered on the qualifications and preparedness of school security officers. A representative explained that these officers must graduate from the Police Training Commission (PTC), and their training remains relevant even post-retirement. They are equipped with uniforms, radios, and access to school surveillance systems.
Public comments also included concerns from an individual identified as Mr. L, who referenced a 2021 case involving the Cedar Grove School District and the Protection of Pupil Rights Amendment (PPRA). Mr. L questioned whether the findings from this case would impact survey practices in Woodbridge, seeking clarity on the district’s policies. An official confirmed that surveys requiring parental review and opt-in consent are conducted in compliance with existing laws, and no complaints have been received regarding the district’s practices.
Continuing his inquiry, Mr. L expressed skepticism about the district’s gender affirmation model, citing studies suggesting potential risks. He questioned the district’s Policy 5756, which facilitates social transition for students and allows confidentiality from parents regarding students’ gender identity. A board member responded that there had been no movement to rescind the policy, which aligns with state law against discrimination and aims to protect students based on their gender identity and expression. The policy serves as a guideline for staff on handling situations involving transgender students in compliance with state laws.
The meeting also covered routine committee reports and approvals of various items. The Communication Policy and Planning Committee, led by a board member, introduced eight items for adoption, which passed unanimously. The Curriculum, Extracurricular Activities, and Technology Committee presented 15 items, all of which were approved without dissent. The Finance and Insurance Committee introduced 11 items, and the Buildings and Grounds Committee reported on a groundbreaking ceremony for a school renovation, noting that construction would span about two years. Additionally, the Dining and Transportation Committee presented three items for adoption, and the Personnel Committee moved to adopt 31 items, all receiving board approval.
In new business, it was noted that the October board meeting would be rescheduled from October 17 to October 16, 2024, with this change to be communicated in the Woodbridge Corner newspaper.
