Woodcliff Lake Council Greenlights Housing Developments Amidst Community Concerns
- Meeting Overview:
The recent Woodcliff Lake Borough Council meeting brought to light developments and decisions concerning housing mandates, garbage collection policies, and infrastructure improvements. Key topics included the borough’s settlement with Fair Share Housing, the privatization of garbage collection, and a collective bargaining agreement with the police department, all in the context of ensuring compliance with state mandates and addressing community needs.
The meeting’s most important topic revolved around the borough’s approach to fulfilling affordable housing obligations. The council shared updates on its settlement with Fair Share Housing and developers concerning the 188 Broadway property. The agreement, reached in June, resolved four litigations against the municipality and resulted in plans for 37 apartments and nine townhomes. The developer agreed to a payment in lieu of taxes (PILOT) arrangement, contributing 10% of annual gross revenue for the first five years, increasing incrementally thereafter. Additionally, a $50,000 direct payment was allocated to the borough’s Parks and Recreation Fund.
This resolution was swiftly followed by new obligations, specifically for developments on the BMW and Party City properties. The council, led by Council President Joshua Stern and Council Member Nicole Marsh, proactively worked to comply with these requirements. A favorable settlement with the BMW developer included a community benefit payment over five years and a $2 million allocation for developing the Light Decker House and neighboring areas. The PILOT from this development is projected to generate around $106 million in revenue for the borough.
The Party City property negotiations resulted in a significant reduction in proposed housing units, from 188 to 91, achieving a density of less than 7.5 units per acre. This project is expected to double the current tax revenue from the site. The council’s decisions not to join ongoing litigation against Fair Share Housing and the state’s mandates were driven by a desire to avoid incurring unnecessary costs for taxpayers and to adhere to constitutionally mandated state laws.
Beyond housing, the meeting addressed the transition to a privatized garbage collection service. Mayor Carlos Rendo acknowledged resident concerns about accessibility and assured that accommodations would be made for elderly and disabled individuals. This move arose from challenges in retaining staff within the Department of Public Works, prompting a reallocation of resources towards infrastructure needs like sewer maintenance and road repairs. The council emphasized that the community had previously adapted to a private recycling program.
In the realm of public safety, the council announced a new collective bargaining agreement with the police department, leading to the hiring of three new officers and the promotion of nine others to supervisory roles. This step was part of broader efforts to ensure community safety and address staffing challenges.
Infrastructure improvements were also highlighted, including enhancements to the train station crossing, Broadway streetscape, and ongoing road paving projects. The recently opened Woodliff Park served as a venue for community events like Woodliff Lake Wednesdays and the mayor’s health walk, though it closed for the season after holiday festivities.
The meeting concluded with the selection of Councilman Joshua Stern as council president for 2026, following a unanimous vote. Stern addressed public concerns, particularly regarding affordable housing and the borough’s involvement with PILOT agreements. He encouraged community engagement and clarified the council’s strategic decision to avoid litigation to protect borough interests.
