Wyoming City Council Approves New Budget Amid Concerns Over Tax Increases and Vehicle Purchases
- Meeting Overview:
The Wyoming City Council meeting focused on finalizing the 2025 tax levy collectible in 2026, approving a related budget, and debating vehicle purchases for the fire and police departments. The council faced public and member concerns about tax increases and vehicle procurement for roles yet to be formalized.
The council’s adoption of Resolution 2512125, certifying the 2025 tax levy collectible in 2026, was a key agenda item. This resolution marked the culmination of several months of work sessions and was presented by Julie McManis from Abdo Financial. The approved tax levy included a 4.68% increase from the previous year, amounting to $271,158. Notable components of this levy included a 6.1% increase in the general levy and a 24.52% rise in capital levies, offset by a 21.09% reduction in debt levies. The decrease in debt levies was attributed to the conclusion of payments on 2015A geo bonds. The proposed tax rate was set to rise slightly by 0.01%, resulting in a 41.21% rate.
The public hearing on this matter revealed significant resident discomfort with the tax increase, notably from Lauren Osterbower, who challenged the nearly 5% hike, comparing it to the 2.8% Social Security increase. Steven Morashik also expressed confusion over the discrepancy between his property value increase and his city tax increase. Council members acknowledged these concerns, recognizing the financial strain on residents, especially with a $12 million building project on the horizon.
The budget discussion also highlighted a balanced general fund, with both revenue and expenditures increasing by $433,140. This balance was achieved through property tax increases and other revenue sources like licenses and permits. Despite a consensus on the necessity of the budget adjustments, some council members remained hesitant about the tax hike. One member expressed a desire to keep levy increases minimal to mitigate future financial pressures on residents.
In addition to tax-related discussions, council members deliberated on purchasing agreements for vehicles intended for the fire and police departments. Chief Bower emphasized the urgency of securing a Ford F250 for the fire department, explaining that delays in previous years necessitated the purchase. The truck was part of the approved budget, tied to a part-time firefighter position. However, the position lacked a formal job description or hiring approval, prompting concerns about proceeding with the vehicle purchase.
The council further considered the acquisition of two 2026 Dodge Durango vehicles for police patrols. Chief Pard presented the purchase plan, explaining that the vehicles would be acquired under a state contract to secure favorable pricing. He noted this was part of a systematic fleet replacement strategy, addressing concerns about the mileage and operational wear on existing vehicles. Despite some council members questioning the necessity of replacing vehicles with relatively low mileage, the purchase agreement was approved unanimously.
The meeting also covered the fire department’s third-quarter performance measures, highlighting consistency in call volume and challenges with response times due to dispatch limitations. Plans for public education and future vehicle replacements were discussed, preparing for increased fire inspections in 2026 with the budgeted addition of a part-time firefighter.
In community affairs, the council scheduled a work session to address concerns from residents of the Liberty Ponds development regarding community septic system funding. The mayor also encouraged participation in upcoming community events, emphasizing the importance of engagement during the holiday season.
