Wyoming City Council Faces Debate Over Police Hiring Amidst Staffing Concerns
- Meeting Overview:
In a recent meeting, the Wyoming City Council focused heavily on the hiring of new police officers, specifically addressing the challenges surrounding staffing levels and training timelines. Additionally, the council approved the hiring of a new building inspector, navigated potential nepotism concerns, and set the regular meeting schedule for 2025 and the budget calendar for 2026.
The most contentious topic involved the hiring of Joseph Angang for a police officer position, initially presented as a cadet. His start date was confirmed for January 13, 2025. Angang, who has a military background and currently serves as a community service officer in Blaine, was highlighted for his multilingual abilities, which would benefit interactions with the community’s diverse population. Despite his qualifications, the council deliberated on the implications of his hiring.
Concerns were raised about the timing and seniority implications, as Angang would begin his role one day after another new hire, Rebecca Peterson. While some council members questioned the preparedness of the department to integrate new officers, given that only four senior officers were available for training, others focused on the procedural aspects of hiring. Member Jager expressed discomfort with proceeding without formal retirement notices from current officers, which had been anticipated. This lack of clarity on retirements could potentially impact the cadet previously hired with expectations of advancing to a police officer role.
In contrast, the hiring of Rebecca Peterson was met with less resistance. Chief Bard praised her background in security and community service, noting her experience as a university security officer and city reserve officer. She was set to start on January 12, 2025, after completing all required education and testing. This decision was swiftly approved.
The conversation then transitioned to the hiring of Vincent Schilling as a building inspector. His qualifications included a two-year certificate in building inspection technology and relevant internship experience. However, Member Joerger abstained from voting due to a familial relationship, and Member Schilling clarified that while he encouraged his son to apply, he did not influence the hiring process. The city attorney verified that Minnesota law permits such hires if the related council member recuses themselves from discussions and votes.
Additionally, the council approved the 2025 meeting schedule and 2026 budget calendar. The council emphasized the importance of remaining flexible for potential special elections, although none were anticipated for the current year. The proposed schedule maintained the tradition of meeting on the first and third Tuesdays of each month, with minor adjustments for holidays. This decision was unanimously approved.
The council also confirmed several appointments and designations, including the reappointment of Member Luger as acting mayor and the continuation of existing banking arrangements with First State Bank and other institutions. These routine approvals reflect the council’s preference for stability and consistency in municipal operations.
