Yarmouth Board of Health Faces Tough Decisions in Allocating Limited Funds Amid High Community Needs

Behavioral Health Innovators (BHI) detailed programs like PASS, which provides alternatives to school suspensions and supports Cape Cod teens struggling with mental health and substance use. Their focus on vaping education reflects an understanding of its prevalence among youth. The organization’s services extend to Yarmouth students, with 21 having received support in the past school year.
The meeting continued with the Big Brothers Big Sisters of Cape Cod Islands and the Brazilian Resource Center making their cases. The latter, represented by Michael Msinas, emphasized expanding services to Yarmouth, with a focus on cultural sensitivity in their substance use prevention and mental health programs.
Cape Cod Bright Lights, represented by treasurer Jill Albreight, requested $7,500 to continue providing nutritional support and hygiene materials to students. The organization’s reach has grown from 30 to nearly 80 students, highlighting the need amid rising living costs on Cape Cod.
Cape Wellness Collaborative CEO Carol Bosco Bowman sought $4,125 to expand integrative therapies and nutritional support for cancer patients, reporting a 26% increase in service demand. Their Wellness Eats program has delivered over 19,000 meals.
Champ Homes Executive Director Adam Bernett requested $10,000 to support transitional housing for those facing homelessness or housing instability. The organization has served Yarmouth residents among the diverse populations they assist, including veterans and individuals recovering from addiction.
Duffy Health Center Associate Director Melissa Payne emphasized their partnerships with Yarmouth police and other health services in her request for $10,000. She noted the center’s efforts to sustain operations amid federal funding changes, focusing on building revenue to support primarily homeless populations.
Family Table Collaborative, led by Executive Director Jenny Wheeler, highlighted their role in food rescue and distribution, having served over 300,000 meals and rescued 200,000 pounds of produce. Wheeler discussed their unique approach to food sensitivities and allergens, operating without federal funding to enhance nutritional security.
In addition to funding requests, the board discussed public health initiatives, including noise pollution control and vegetation management by the Massachusetts Coastal Railroad. Harris Ktos, a public speaker, emphasized the need for education and enforcement in addressing noise pollution, proposing a dedicated county office for the issue.
The board also addressed plastic reduction efforts, noting the challenges faced by businesses like Shaw’s under corporate constraints, and highlighted the importance of public health communications, particularly regarding heat alerts as summer approached.
