The Yarmouth Community Preservation Committee (CPC) convened on June 12th, 2024, to discuss the allocation and impact of the Community Preservation Act (CPA) funds and to review progress on various projects. The committee, tasked with overseeing these funds, highlighted substantial investments in affordable housing, historic preservation, open space acquisitions, and recreation projects since 2005. Key updates included the preservation of Taylor Bray Farm and the ancient Cemetery, as well as the restoration of the historic Memorial Arch and town water pump. The committee also reviewed the progress of the Riverwalk Park and Boardwalk Loop and other recreation projects, and discussed the public comment period for the community preservation plan draft.
The meeting commenced with a review of CPA funding history and the town’s process for reviewing and approving projects. Emphasis was placed on the significant role of matching funds in project proposals, as the committee prefers to act as a seed for larger initiatives. The impact of CPA funds was underscored by the creation or preservation of over 280 affordable homes, assistance to 137 households, rehabilitation of 29 historic properties, completion of 20 recreation projects, and protection of approximately 72 acres of open space.
Presentations included the development of housing for veterans at risk of homelessness, support for adults with Autism and Related disabilities, and repair assistance for Yarmouth residents. The committee also highlighted projects such as a new Habitat for Humanity neighborhood, a buy-down program to create affordable rental housing, and a pre-development fund for underutilized properties.
The committee’s work in advancing affordable housing was brought to the forefront during the meeting. A member of the community housing committee discussed the utilization of CPA funds to support various housing initiatives. The development of affordable rental housing and the partnership with private developers to create affordable housing options were topics.
The open space and recreation projects were also given attention. The CPC provided updates on the acquisition of the former Yankee Village Motel for open space enhancement. The inclus playground and splash deck at Sandy Pond recreation area and the ongoing Riverwalk Park project were discussed, with an estimated almost 2 million in funds allocated for the fiscal year 2026.
Rick Bishop, executive director for the Friends of Bass River, updated the committee on the Upper Bass River Headwaters restoration project, noting the substantial grants secured for this endeavor. Public comments included expressions of gratitude from a community Economic Development Committee member and the Friends of Bass River for the committee’s support of various restoration projects and the Cultural Center of Cape Cod.
The committee sought public engagement on the community preservation plan, extending an invitation for comments until August 18th, 2024. This plan is critical in guiding the application review for CPA funds, and resources were provided to assist those interested in submitting projects for consideration.
An architect and board member of the South Yarmouth United Methodist Church expressed gratitude for past support and discussed plans for the church’s exterior restoration. Caution regarding the use of funds for religious aspects was noted. Mary Wagan, the town’s affordable housing program administrator, commended the revised plan and suggested including a section on major accomplishments, citing successful projects such as Yarmouth Commons and Yarmouth Gardens. Wagan’s commentary also brought attention to the leveraging of Community Development Block Grant funds to further affordable housing efforts.
