- Meeting Overview:
The Yarmouth Planning Board recently held a meeting that culminated in the approval of a plan to remove 10 trees along Old Main Street, a decision that sparked debate amongst board members, residents, and local officials. The discussion was dominated by concerns over the impact of tree removal on the area’s scenic beauty, the type and size of replacement trees, the timing of the project, and the need for community involvement in the redevelopment process.
The trees, located within the old Main Street Road right of way, were slated for removal to facilitate the construction of a sewer main. The Department of Public Works (DPW) and the Tree Warden presented the application, with the latter expressing concerns over the potential health impacts of heavy pruning on the trees, thereby recommending their complete removal. The DPW director emphasized that the trees would be replaced on a one-for-one basis and highlighted that some of the species are considered invasive. During the public hearing, residents voiced their apprehensions about the loss of large trees, which act as natural barriers to speeding cars, and their replacement with smaller, possibly less effective specimens.
The Tree Warden clarified that no specific replacement sites or tree species had been chosen yet and that the size of replacement trees would likely be three to four inches in caliber and 8 to 12 feet in height. The possibility of repositioning trees away from power lines to preserve the scenic view was also discussed. The town engineer spoke on plans for drainage improvements and the use of rain garden treatments for tree replacements in certain areas. Board members inquired about the repair of sidewalks, the sewer connection process, and the timing of the tree removal and replacement in relation to the sewer project.
Another point of discussion was the upcoming requirement for properties to connect to the new sewer system by October 1st, 2026, and the implications for the sidewalk and irrigation systems. There was also a proposal to involve residents in the replanting of trees. However, suggestions such as burying power lines to enhance aesthetics were deemed cost-prohibitive.
A debate ensued on the cost and type of trees to be planted, with members stressing the importance of the historic streetscape and the need for community input to preserve the area’s character. The impact of tree removal on the visibility of power poles and the loss of the tree-lined street’s character were also hotly contested points. The board discussed establishing a clear communication channel for citizens to report issues or seek information about the project, emphasizing the importance of considering the entire area in the redevelopment process.
The board deliberated on a proposed motion to approve the tree removal application, focusing on the Scenic Road and tree replacement requirements. The need for a motion to include community involvement and address the environmental impact of the project was highlighted. The board agreed on a motion to approve the removal of the trees and outlined conditions for the replacement trees to be coordinated with various stakeholders, including a detailed replacement plan to be developed and reviewed within a specified time frame.
In related discussions, the Planning Board also received updates on other local projects, including the slow progress in obtaining the groundwater discharge permit for the Buck Island plant and the need for alternative solutions. The board was updated on the local comprehensive plan, which included efforts such as distributing informational cards and directing attendees to a new website for updates. Updates on the visioning process, the Route 6A Village centers streetscape improvements project, the Hazard Mitigation Plan, and the Riverwalk Park project were also provided.
Finally, the meeting addressed administrative matters, including the retirement of Mr. Vincent from the Planning Board after 15 years of service and the process for finding his replacement. The board discussed the need for the replacement to be approved by the select board and the timeline for this process. The meeting concluded with plans to confirm member availability for future meetings.
