Yarmouth Secures $25 Million Federal Grant for Route 28 Enhancements
- Meeting Overview:
During the recent Yarmouth Select Board meeting, the town announced the acquisition of a $25 million federal BUILD grant aimed at enhancing Route 28 between Yarmouth and Barnstable. This significant funding, part of the Better Utilizing Investments to Leverage Development (BUILD) initiative, will support essential infrastructure upgrades within the Route 28 corridor. Notably, the project focuses on safety improvements and is expected to encourage private investment, contributing to regional economic development.
The comprehensive plan includes updates to the wastewater infrastructure, a critical aspect of the town’s strategy to support future growth while ensuring environmental sustainability. The Community Economic Development Committee (CEDC) will play a role in overseeing the project’s progression, and the search for a new economic development director is underway, with many applicants already expressing interest.
Board members raised concerns about potential flooding along the proposed route, seeking assurances that the project design incorporates resiliency measures. Confirmation was provided that the project aligns with Massachusetts Department of Transportation (MassDOT) guidelines, with funds committed by 2030 and expenditures required by 2035.
In addition to the infrastructure developments, the meeting addressed the ongoing Grace Beach Boardwalk project. The boardwalk has suffered damage from winter storms, notably storm Hernando, necessitating substantial reconstruction efforts. Construction is set to begin imminently, with nearly all pilings beneath the boardwalk to be replaced, promising a more robust structural foundation. The board discussed the visibility of closure signage to prevent visitor confusion and emphasized the boardwalk’s role as a key attraction.
The meeting also covered the introduction of Nlloxx boxes, which provide anonymous access to Narcan, a medication used to counteract opioid overdoses. These units, akin to AEDs, are intended to reduce the stigma surrounding drug-related medical emergencies. Community members were informed about the safety and importance of Narcan, with data indicating that increased availability correlates with lower overdose rates. The board supported the installation of these boxes in strategic locations, funded through opioid remediation resources.
Another focal point was the approval of entertainment licenses for local businesses. A notable discussion involved the Freeird Motor Lodge’s application to host live music, which sparked community debate about noise levels. The board proposed a compromise allowing limited entertainment on select days while maintaining specific sound restrictions to balance business interests and residential peace.
The hearing for a special entertainment license for a cycling event at Smuggler’s Beach was also addressed, with the board supporting the initiative to attract off-Cape participants. The event, organized by the Youth Athletic Foundation, will feature various activities, including a 40-mile road challenge and live music, boosting local tourism and community engagement.
The meeting concluded with administrative updates, including the approval of committee appointments and discussions on strategic planning sessions. The board acknowledged the success of the recent special town meeting and began preparations for the upcoming fall meeting, slated for November 16, which will tackle zoning issues, including short-term rental regulations.
