Yarmouth Voters Approve $1.5 Million Feasibility Study for Emmy Small School
- Meeting Overview:
At the recent Dennis-Yarmouth Regional School Committee meeting, the spotlight was on the approval of a $1.5 million feasibility study for Emmy Small School by Yarmouth voters. The feasibility study will explore various paths, including a standalone renovation or replacement, and two consolidation scenarios: relocating Emmy Small’s students to Station Avenue Elementary School with necessary renovations, or closing both schools to establish a new facility at a different site. The paperwork for this study has been submitted to the Massachusetts School Building Authority, with further developments anticipated in the upcoming months, including a meeting scheduled for January.
The meeting also featured a discussion about an open house at Emmy Small, which aimed to raise awareness about the school’s conditions. Despite minor logistical challenges, such as the inability to demonstrate rain spouts due to dry weather, the event successfully engaged the community in the dialogue about the school’s future.
In another update, the School Committee meeting detailed the management and impact of federal grants on the district. With federal funding currently amounting to approximately $2.1 million, these grants support vital programs like reading and math interventions, teacher mentoring stipends, and translation services. The committee discussed the necessity for a centralized tracking system in response to audit recommendations, which would enhance communication between the business and grants offices. This system aims to ensure that expenditures align with grant intentions, promoting financial transparency and accountability. Regular monthly reports through June will further support this objective.
In an educational update, the presentation on MCCAST accountability was a focal point, with Superintendent Dr. Marc Smith providing insights into the district’s performance metrics. He emphasized that MCCAST is one part of a broader accountability framework. The report card and ratings cover achievement, growth, high school completion, progress towards English proficiency, and indicators like chronic absenteeism and advanced coursework. Dr. Smith highlighted growth and achievement in math and English Language Arts (ELA), with specific attention on addressing chronic absenteeism as a challenge. Efforts to improve are evidenced by positive trends in student performance data, including a notable 5% increase in ELA proficiency and a 2% increase in math proficiency.
Further analysis revealed improvement across various schools. Ezra Baker Innovation reported a 13% increase in students meeting or exceeding expectations, with Station Avenue Elementary School and the middle school showing 10% and 11% improvements, respectively.
The meeting also addressed the district’s multilingual learner (ML) department, which has seen a doubling in the number of students tested with the ACCESS test over the past five years. The ML report highlighted that 57% of students made effective progress toward their targets, and 17% attained proficiency, exiting the English language program. Despite these achievements, there remains a focus on improving proficiency rates, particularly for level 3 students.
Additionally, discussions touched on the importance of federal entitlement grants in supporting educational and social-emotional learning improvements. The committee acknowledged the collaborative efforts required to secure these grants, which help reduce operating budget expenditures.
A report from a liaison to the select board introduced discussions about a proposed community center in Dennis, which would feature facilities promoting multigenerational use.
Finally, the meeting celebrated various community donations supporting school programs, including a substantial $10,000 donation from the Mariel L. and Mary Francis Kylie Foundation to the food service department, intended to assist families during the suspension of SNAP benefits. The superintendent emphasized the critical role of community support in enriching school programs and acknowledged the collaborative efforts that led to the successful opening of a new playground at Station Avenue Elementary School.
