The current Newbury bylaw designates three members and two associates, but the proposed increase to five members aims to facilitate a majority vote process, reduce meeting cancellations due to member absences, and enhance public confidence in the board’s operations. Mary Arnavali, a ZBA member, supported the proposal, highlighting that the broader perspectives of a five-member board would enrich discussions. The motion to expand the board passed unanimously after thorough deliberation.
Concurrently, the Board addressed the ongoing contract negotiations for the Bifil Fire Station. The town was notified of a substantial increase in the monthly lease fee to $7,500, a 29% rise from the previous annual payment of $70,000. This development raised questions about funding, as the increased amount had not been allocated during the annual town meeting. However, assurances were made that the town would cover the additional costs. The Chair reassured the community that fire department coverage would remain unaffected and urged the public to disregard misleading social media information regarding the negotiations.
In other matters, the Board accepted several donations and grants. Notable contributions included a $3,149.99 donation from Michael and Ellen Manning for a temporary structure to protect the Council on Aging van from snow, and a $2,500 contribution from Christopher Garish to the Newbury Police Department, expressing appreciation for their service. These donations were accepted without opposition.
The meeting also highlighted an important personnel update, with the announcement of Jacqueline Thistlewood’s appointment as the assistant town clerk. Thistlewood, due to start on January 26, brings a wealth of experience from her previous roles in human resources. Additionally, it was reported that Tim Lamprey, the tree warden for over a decade, likely would not seek re-election.
Another point of interest was the successful public auction of surplus town equipment, which exceeded expectations with notable sales such as a 2009 John Deere loader fetching over $50,000. The town administrator praised the auction’s success compared to past methods of selling surplus items.
