Zumbrota City Council Approves New Recreational Vehicle Ordinance Amid Budget Adjustments
- Meeting Overview:
The Zumbrota City Council meeting centered around the approval of a revised recreational and specialty motor vehicle ordinance and discussions on budget adjustments, which resulted in a reduction of the proposed levy increase. Additionally, plans to rebid the construction of a community pool were discussed.
The council approved Ordinance 20252 related to recreational and specialty motor vehicles. The ordinance now includes a definition for the public right-of-way and reduces the front yard setback requirement from 15 feet to five feet. It also specifies that the ordinance does not apply to the Coverbridge Campground, where recreational vehicle use is permitted. During the public hearing, a resident noted satisfaction with the balance achieved between public safety and individual freedoms. The ordinance aims for uniform compliance, with no provisions for exceptions, as this could lead to enforcement complexities.
In budget discussions, changes were introduced to avoid a bond payment initially planned for 2026. The decision not to proceed with a bond for a proposed pool led to an 8.389% reduction in the levy increase, down from the previously estimated 14.6%. The effect on taxpayers would now be an increase of $33 per $100,000 of home value, compared to the earlier projection of $56. These adjustments keep the pool operating levy for potential future bids and reflect the addition of a public employee in the water fund and an increase in costs. The public hearing for the budget is scheduled for December.
Regarding the proposed community pool, plans to rebid the project were confirmed, with anticipated advertising for bids shortly after the new year. The goal is to have construction start in April 2026, with substantial completion by April 2027, allowing for the pool to open in the summer of 2027.
The council also moved to reschedule the January meetings to the second and fourth Thursdays to avoid conflicts with New Year’s Day. Additionally, an early presentation of the fee schedule was made to gather council feedback before the typical review in January.
