A highlight of the meeting was the council’s decision to reduce a resident’s sewer bill by $235. Dave Doan, a resident, raised concerns about the installation of a second water meter for his irrigation system. Doan explained the difficulties in finding a plumber for the installation, despite purchasing the meter as advised by city staff. He reported a leak in his irrigation system that led to an unusually high sewer bill of $295, compared to his usual $40 to $60. Doan requested relief from the sewer bill, arguing that the water did not enter the sewer system due to the leak. He stated, “I’m happy to pay for the water; I’m not happy there was a service that wasn’t provided.” The council passed a motion to reduce his bill after deliberation.
Another resident, Paul, addressed the council regarding a water drainage issue affecting his property since the city redid Warren Avenue in 2008. He highlighted that the curb was incorrectly pitched, causing water to damage his retaining wall. Paul sought compensation for the $1,200 he spent on installing a drive-over curb to correct the drainage problem. Council members expressed concerns about setting a precedent for such reimbursements, debating whether the city should cover costs typically assessed to property owners. The discussion revealed differing perspectives among council members, and the issue was deferred for further discussion at a November work session.
In ongoing business, the council reviewed and approved Resolution 2024-32, setting an 8% increase for the preliminary levy, totaling $2,839,900. It was noted that while the initial levy is set, there will be opportunities for adjustments within budget line items. The motion to approve the levy passed unanimously.
The council also addressed a variance application for a construction project on Golf View Avenue. The request, from Seth Freese Construction, sought to encroach on the rear yard setback of a corner lot property. The existing ordinance required a 35-foot setback, while the proposed plans called for a 26-foot setback due to drainage challenges on the lot. Despite initial opposition from a neighbor, the council approved the variance unanimously after discussing the unique shape and challenges of the lot.
Jessica Sade, the Goodhue County Toward Zero Deaths (TZD) Grant Coordinator, provided updates on the TZD program, which aims to reduce traffic fatalities and serious injuries through education, engineering, enforcement, and emergency services. Sade highlighted the program’s accomplishments, including a state seatbelt use rate of 94.2% and the effectiveness of roundabouts in improving traffic safety. Corporal Justin, presumably from the sheriff’s office, discussed enforcement aspects, noting significant reductions in crash statistics since introducing various engineering solutions. The council emphasized the importance of community engagement in traffic safety, describing events promoting safe driving practices.
Additionally, the council discussed the upcoming Statewide Traffic Control Users’ Conference and ongoing TZD Safe Roads Coalition meetings. Anna, the new Goodhue County TZD Safe Roads Grant Coordinator, expressed her enthusiasm for returning to her community. She and the previous coordinator highlighted successful efforts in removing impaired drivers from the roads and educational outreach that has lowered speed violations.
The council reviewed bids for the installation of 58 rectangular rapid flashing beacons (RRFB) for pedestrian crossings, with the lowest bid at $125,900. A portion of this cost will be covered by a grant from MNDOT, leaving the city responsible for about $10,000. The installation is scheduled for spring. This project was initiated years prior due to concerns about pedestrian safety downtown.
A change order related to the Champa project was also discussed, with the development of seven lots included in the city project. The change order amount was set at $6,850, fully paid by the Champas. The council also approved the installation of a fire hydrant in the park’s campground area, totaling $9,979, to enhance fire protection for the growing number of campgrounds.
Finally, the council set dates for upcoming work sessions and a public hearing on the 2023-2025 final levy budget, scheduled for December 5th. The police department’s post-audit report was also mentioned, noting successful feedback on the department’s organization.
