Zumbrota Economic Development Authority Explores Tax Incentives and New Business Initiatives
- Meeting Overview:
In a recent meeting, the Zumbrota Economic Development Authority (EDA) delved into potential tax incentives for Couch Trucking, discussed the involvement of Zumbrota Area Business Leaders (ZABL) in local economic development, and considered improvements in local recreational offerings.
The prospect of introducing Tax Increment Financing (TIF) for Couch Trucking emerged as a significant topic. The meeting revealed that Couch Trucking had previously shown interest in TIF but required clarity on the implications and costs before progressing. A site plan from civil engineer Craig Britain was essential for moving forward, but his inaccessibility has caused delays. Doug from Couch Trucking expressed frustration over these setbacks and mentioned possibly seeking another engineer. The conversation underscored the importance of ensuring that Couch Trucking fully understands the financial and logistical aspects of TIF before any application is processed.
Complementing these discussions, the EDA explored the potential collaboration with the Zumbrota Area Business Leaders (ZABL), an independent group focused on fostering local investments. The meeting recounted a recent trip to Northfield by several EDA members, where they observed successful economic revitalization projects. ZABL aims to replicate such initiatives in Zumbrota, including the possible redevelopment of Bergs Automotive. This site, located near a trailhead, is currently operational under an individual named Matt. The city has shown interest in relocating the business to facilitate new development, with ZABL considering the use of independent funds rather than city resources for such endeavors. The EDA discussed the necessity for a structured approach to maintain confidentiality and align investment strategies as ZABL identifies projects. A proposed hotel or motel emerged as a primary focus, along with ideas for converting existing buildings into office spaces or light manufacturing units.
The meeting also covered the Smith grant, a $10,000 funding opportunity requiring a 25% match, intended to enhance the local disc golf course. Plans include adding tee boxes, signage, and navigation arrows. Members expressed optimism about the grant’s ability to enhance the course, which is already popular among residents.
Updates on KB apartments were also shared, noting that a revised site plan had been submitted by Keller Bartman and was pending review by city engineers. This new plan was seen as an improvement over previous submissions, although the development agreement awaits finalization pending site plan approval. A noteworthy change discussed was the alley behind a store being designated as one-way, moving north to south. There was some concern about the practicality of this direction, particularly during winter when vehicles must navigate uphill to exit.
In other developments, the First Congregational Preservation Society has taken control of a church’s assets. Members were encouraged to propose ideas for the church’s future, although specific suggestions were not detailed during the meeting.
The meeting also reviewed ongoing marketing efforts for the upcoming covered bridge festival. Advertisements for the event were discussed, with members providing mixed responses regarding their effectiveness. It was noted that Holly had observed some ads during a visit, sparking interest in tracking their origin and performance. To that end, statistics on ad performance were promised for presentation at the next meeting. The EDA considered strategies to increase social media following, possibly revisiting past promotional tactics, including a paper token system previously used to engage the community with local businesses.
Lastly, the EDA approved the budget for 2026, despite concerns over an 8% increase and a 6.42% rise in total expenditures. Questions about the source of increased transfers were raised, but the budget was passed with the understanding that further clarification would be sought to ensure financial balance.
