- Meeting Overview:
The Chatham Township Council’s January 30, 2024 meeting was marked by discussions on a townwide revaluation, a concerning increase in burglaries and auto thefts, and the introduction of various environmental and recreational initiatives. The council also paid tribute to a late community member, Bailey Bule, and announced important updates on public health, community services, and administrative procedures.
A focal point of the meeting was the rise in property crimes within the township. Chief Miller presented detailed crime statistics, highlighting the upward trend in burglaries and auto thefts, especially in the years 2020 and 2023. To combat these issues, the council discussed the implementation of automatic license plate recognition (ALPR) technology and a reinforced collaboration with local, state, and federal law enforcement agencies. Chief Miller advised residents on precautionary measures such as securing all entry points to their homes and ensuring adequate outdoor lighting.
The public hearing provided a platform for Councilwoman Mark Lois to voice her concerns on the limitations of local law enforcement efforts and to call attention to broader legislative and policy changes at the state level, referencing proposals from Sheriff Golden of Mammoth County. These included increased penalties and mandatory education for reoffending juveniles, along with the creation of a central transparency list of offenders. Chief Miller acknowledged the measures being discussed at the county and state levels and reassured the public of the steps being taken.
Councilman Michael Choi broached the topic of the townwide revaluation, stressing the importance of clear communication with residents to ease concerns over the process. He drew comparisons with a neighboring borough’s revaluation, expressing hope for a smoother experience in Chatham Township and emphasizing the need for transparency regarding the triggers and reasons behind the revaluation.
Environmental issues also took center stage as Committeeman Marty McHugh outlined the Environmental Commission’s plans for the year. He reported on the initiative to reapply for Sustainable Jersey certification and the update of the natural resources inventory. Projects addressing weather extremes, runoff, and soil erosion were mentioned, with McHugh noting the pursuit of grants to fund these initiatives.
Recreational updates were provided by Deputy Mayor Michael Choi, who announced the reintroduction of the Chatham Recreation Ski and Snowboard program and commended local Girl Scouts for their silver and gold award-winning community service projects. Mayor Stacey Ewald took the opportunity to recognize the contributions of volunteers on various boards and committees, announcing new appointments and reappointments.
On the administrative front, Mr. Lacante reported the successful roll-out of a new dog licensing software, which processed approximately 94 licenses in the previous week. The council expressed plans to expand online payment capabilities to include cat licensing as well.
Further discussions included Councilman Mark Lois’s inquiries about the fiber loop project’s potential underground elements and the associated costs. Lois also advocated for the council to prioritize grant applications to support the fire department’s equipment needs and suggested establishing a liaison role to better serve the fire and rescue services. He criticized the current workshop meeting format for hindering open dialogue and delaying decision-making, prompting Deputy Mayor Choi to propose incorporating workshop discussions into subsequent council meetings.
The council introduced an ordinance related to stormwater control, with Councilman Marty McHugh seeking clarity on the necessity and evaluation process of the ordinance. The ordinance passed during the roll call vote, with a public hearing date set. The consent agenda was addressed, with Councilwoman Jen Rowland raising the issue of abstentions from voting on minutes by committee members who were not present at the meetings. The council approved the consent agenda, with certain resolutions pulled for separate consideration.
