The homeowner, Horman, detailed the collapse of the garage caused by a heavy snowstorm in 2014, which resulted in a lack of storage space. The new design called for a smaller footprint but a higher height, featuring larger doors and stairs to facilitate access and storage. Architect Burn presented plans that sought to maintain the property’s historic character while incorporating modern conveniences. Engineer Horley assured the board that the project would not adversely affect stormwater management or the surrounding area, despite concerns about the proposed height. After clarifications on dimensions and aesthetics, the council approved the variance request, stressing the balance between historical preservation and modern functionality.
Another discussion involved a property with non-compliant lot coverage standards. The proposal’s lot coverage of 48.5% exceeded the ordinance limit of 45%, requiring the removal of 227 square feet to comply. Board members debated possible design changes to adhere to the requirements, including alterations to a driveway turnaround and wraparound porch. The applicant’s planning expert and a long-term resident voiced support for the proposal, emphasizing architectural integration with the neighborhood. Following the discussion, the proposal received conditional approval.
In a related matter, the council heard a presentation by Simone C. C. Law LLC on behalf of the Bertrams for a two-story addition on Hillview Terrace. Aerial survey exhibits by expert Jeff Roding were presented to show that the addition aligned with the non-compliance of surrounding properties concerning zoning regulations. The council deliberated on the size and character compliance of the proposed addition, ultimately approving the application.
The council also addressed a house renovation described as an “eyesore” by members. The property, located on a dead-end street, was supported by council members and neighbor Michelle Foley for its visual improvement potential. This discussion preceded the approval of two variance applications. The first, BA-23-23, involved a second-story addition on Glenn Road, necessary for a growing family, which did not change the house’s footprint or height. The second application, BA-20-2423, approved the construction of a two-car garage on Western Avenue, requiring setback and height variances.
Additionally, the council discussed a new building proposal on Western Avenue, requiring variances for side yard setback and building height. The applicant provided assurances about managing water runoff from the roof. After evaluating the proposal’s aesthetic and functional appropriateness, the application was approved with conditions.
The meeting also touched on the implementation of a project at One Whippany Road, addressing lighting issues, signage, and tree removal. The zoning officer was noted to have the authority to address these concerns. Furthermore, the council discussed extensions of approvals for another project for sale in the township, highlighting financial challenges and partner issues.
