- Meeting Overview:
The Franklin Township Historic Preservation Advisory Committee convened recently to address several issues surrounding the preservation and oversight of historic structures and districts. Among the topics discussed, the most significant involved the ongoing debate about the definition and boundaries of historic districts, particularly the East Avenue Corridor, and the need for administrative approval for changes to historic properties.
The committee delved into a discussion about several historic districts within the town, including the East Avenue Corridor, Middle Bush, East Millstone, Franklin Park, Griggstown, GL, and Kingston. The central point of the debate was whether to define the East Avenue Corridor as shown on the current map or to limit the definition from 287 to Landing Lane. This decision carries implications for the protection of historical and architectural assets within these areas.
The discussion expanded to consider potential changes to the district boundaries. There was a proposal to extend the boundaries for Franklin Park and Middle Bush to include more assets currently outside the protected zones. The designation of scenic roads and the potential impact on building setbacks also formed a critical part of the discourse. The committee highlighted the importance of upcoming deadlines for proposed changes and emphasized the need for members to thoroughly review the bylaws and the ordinance.
In addition to the discourse on historic district boundaries, the committee reviewed an application for two signs on Route 27. The signs, representing a new restaurant, were proposed for the front and rear of the building. The applicant, a representative of a sign company, presented the proposal which was confirmed to meet all the zoning ordinance requirements, negating the need for variances. Consequently, the proposal was approved.
Another topic revolved around the property on Route 27. The applicant discussed a previously completed roof repair project involving shingle replacement on the backside of the building. The committee debated the need for such replacements to receive prior approval and suggested a streamlined process for minor work through a subcommittee review. The proposal was ultimately approved with the condition that photographs be provided for the committee’s records.
The committee also touched upon a property that was initially slated for demolition but was subsequently saved, with HABS (Historic American Buildings Survey) drawings completed for its interior. The condition of this building and the necessity for an analysis were debated. The committee then moved to review and approve product data, samples, and photographs for exterior changes to a building, sparking a conversation about the need for permits and the committee’s oversight role.
Additionally, the committee tackled unfinished business, specifically the review of its bylaws. There was a particular focus on potential changes to the bylaws, including a new proposed section related to the East Avenue Corridor.
The meeting also featured a brief appearance by a councilman during the public comments section, and there was a humorous exchange about the language and printing capabilities related to the accessibility of the ordinance and bylaws on the township website.
