- Meeting Overview:
In a recent Old Tappan Borough Council meeting, discussions centered around community concerns including traffic congestion around local schools, the proposed introduction of new ordinances, and infrastructure improvements.
Traffic congestion near schools was a critical point of discussion, driven by concerns over student safety and the adherence to traffic laws. The chief of police cited numerous challenges during school drop-off and pick-up times, such as illegal parking and parents not following traffic rules. Proposed solutions included increased enforcement, traffic studies, the installation of Jersey barriers to restrict turns and parking, and the consideration of staggering school start times. The Council emphasized the importance of collaboration with schools to address these issues comprehensively.
The congestion problem also spurred debates on temporary traffic measures, with suggestions ranging from using sawhorses to assess the situation before making permanent changes to implementing driveway alterations and barriers on specific streets. The need for a traffic study and the involvement of local schools in traffic management were highlighted, alongside the difficulty in finding crossing guards and the risk of pedestrian accidents.
Infrastructure improvements were also a major topic, with discussions on the upgrades required for Gallagher field. The public and council members agreed on the need to redo the dirt infield and regrade it. Additionally, the potential conversion of Chestnut field into a turf area for soccer and baseball fields was raised. The issue of installing lighting at the fields resurfaced, recalling past debates about Stonepoint Park. The benefits of a regional approach to facility improvements and the possibility of collaboration with neighboring towns were also discussed.
Parking issues near schools were addressed, proposing that families use K Street to avoid crossing the street. Old Tappan’s road program was outlined, with imminent repairs on multiple streets and a report on drainage improvements for Fred Street to combat flooding. Paving on Russell Avenue and Wolf Road D was slated for completion before May 1st to minimize disruption to the golf course, which itself was reported to have an increase in memberships and updates on the irrigation system.
The environmental commission presented a proposal from Orange and Rockland to create a pollinator meadow next to the community garden as mitigation for the removal of high tower wires, providing aesthetic and agricultural benefits. The Oaks house was another focal point, with a new building rendering featuring a pavilion, bathrooms, and storage space.
Concern was raised regarding the budget and appropriations for a light rescue truck and additional parking. Questions about the increase in the purchase price of a fire truck led to discussions on how this affected the municipal budget, which, despite the challenges, was commended for its responsibility.
The Council’s acknowledgment of these reports illustrated their commitment to various community concerns.
The meeting concluded with recognition for the Northern Valley Regional High School at Old Tappan Varsity competition cheerleading team and individual proclamations for locals Chanel Wang and Lauren Tong for their achievements. Former Mayor John Kramer’s appointment to the planning board, a public hearing on the fire department’s LOSAP point system, and the introduction of the 2024 Municipal budget were also among the items addressed.
